VP of Federal Partnerships – Government Affairs

This is a fully remote position, open to applicants in Texas.

📋 Description

• Formulate and implement Hexium's strategy for federal partnerships and funding in collaboration with the CEO and executive leadership.

• Keep an updated understanding of relevant programs and funding priorities from the DOE, NNSA, and national laboratories.

• Identify and assess federal funding and partnership opportunities that align with Hexium's technology roadmap and commercialization goals.

• Track federal budgets, appropriations, and program advancements related to isotope enrichment and the nuclear fuel cycle, providing recommendations to the CEO.

• Structure and negotiate agreements with federal entities and national laboratories, including OTAs, CRADAs, SPPs, cooperative agreements, and similar tools.

• Lead or assist in the strategy for capturing and proposing BAAs, RFPs, and other competitive federal opportunities.

• Manage agreements post-execution, ensuring coordination of milestones, compliance, and deliverables across technical, legal, regulatory, and finance teams.

• Cultivate relationships with federal program staff, agreements and contracting officials, and organizations involved in national laboratory partnerships.

• Represent Hexium at industry days, briefings, national laboratory partnership forums, and relevant conferences.

• Engage with Congressional offices to enhance program awareness and appropriations priorities.

• Coordinate external consultants, government affairs advisors, and legal counsel to support federal engagement.

⛳️ Requirements

• A minimum of 8 years of applicable experience in federal program management, agreements, or contracting at the DOE, NNSA, or a similar agency; national laboratory technology transfer or strategic partnerships; business development and capture in the nuclear sector or federal contracting; or government affairs with direct responsibility for funding-related partnerships.

• Direct, practical experience in securing or negotiating at least one significant federal funding or partnership mechanism, such as an OTA, CRADA, SPP, cooperative agreement, competitive grant, or federal financing initiative.

• Proven ability to identify pertinent federal opportunities and either lead or significantly contribute to capture and proposal efforts.

• Working knowledge of the nuclear fuel cycle, advanced nuclear technologies, or a closely associated technical area.

• Capability to translate intricate technical, commercial, and legal factors into actionable partnership strategies.

• Strong negotiation, judgment, and executive communication skills.

• A Bachelor's degree.

• For current or recent federal government employees, the capacity to represent Hexium in significant interactions with the DOE, NNSA, national laboratories, and other federal stakeholders without significantly restricting post-employment engagements.

• Eligibility to obtain and maintain a DOE Q-level security clearance.

• Compliance with export control regulations.

• Authorization to work in the United States, including the completion of I-9 employment eligibility verification.
