Vice President – Government Partnerships

This is a fully remote position, open to applicants in United States.

📋 Description

• Initiate Hippocratic AI's inaugural Public Sector practice, initially concentrating on the Department of Veterans Affairs and HHS OpDivs.

• Act as the chief operational and strategic partner to the Chief Growth Officer, Public Sector.

• Develop and maintain relationships with government stakeholders across VHA, VBA, NIH, FDA, CMS, and the Indian Health Service.

• Foster connections with prime contractors and channel partners, particularly SDVOSB primes, GSA MAS/OASIS+ holders, and software aggregators.

• Represent Hippocratic AI at industry events, conferences, and agency industry days while managing follow-up actions.

• Identify, assess, and formulate capture strategies for VA and HHS opportunities.

• Maintain a pipeline that includes RFIs, Sources Sought notices, challenge.gov/AI Tech Sprint-style competitions, and teaming-based subcontract opportunities.

• Develop winning strategies, teaming structures, and pricing approaches in collaboration with technical and product stakeholders.

• Draft proposal content, capability statements, white papers, and past-performance narratives.

• Coordinate compliance matrices and gather technical, security, and pricing inputs to meet proposal deadlines.

• Create and maintain a reusable proposal content library.

• Coordinate workstreams involving Legal, Security/Compliance, Product/Engineering, and Finance.

• Manage ongoing relationships with government and partner accounts post-agreement.

• Monitor contract vehicles, solicitations, competitor activities, and policy changes.

• Maintain competitive positioning materials and agency-specific battle cards.

• Within 90 days, gain an understanding of offerings and federal positioning, assist in target-opportunity identification, and help align internal infrastructure and policies.

• Within 12 months, aid in establishing lasting client and partner relationships, respond to live acquisitions, secure referenceable work, create a forecastable pipeline, and set up pursuit infrastructure.


⛳️ Requirements

• A minimum of 10 years of experience in federal business development, capture management, proposal management, or account management, with significant exposure to VA and/or HHS.

• Proven ability to build and maintain relationships with government stakeholders and prime contractor/channel partners.

• Excellent written communication skills and direct experience in drafting proposal content, capability statements, or executive-level relationship and positioning materials.

• Comfort in navigating the entire BD-to-close lifecycle.

• Highly organized and self-motivated, capable of functioning with minimal oversight in a small, fast-paced team.

• A BA or BS degree is required.

• Ideally situated within a convenient commuting distance to key federal health clients in the DMV area.

• Existing relationships with VHA/VBA leadership or program offices and/or NIH, FDA, CMS, or Indian Health Service are preferred.

• Experience in capturing or managing subcontract relationships under SDVOSB-held or GSA MAS/GWAC-held prime contracts is preferred.

• Familiarity with VA's Rule of Two and FAR 52.219-14 subcontracting limitation rules is preferred.

• Understanding of SBIR/STTR programs and Phase III sole-source award mechanics is preferred.

• Experience with a first-time federal entrant or building GovCon infrastructure from the ground up is preferred.

• Experience in the healthcare, health IT, or benefits-administration domains is preferred.

• Familiarity with commercial-item/firm-fixed-price federal contracting structures is preferred.
