This is a fully remote position, open to applicants in Florida.
• Lead and establish the Government Affairs & Public Policy function at Chapters Health.
• Design and implement strategies for federal and multistate government affairs that align with strategic goals and the organization’s mission.
• Provide counsel to senior leadership and collaborate across departments to pinpoint and mitigate government policy risks and seize opportunities.
• Enhance Chapters Health’s standing with policymakers and amplify its influence in public policy matters.
• Offer strategic management of external lobbying efforts and the political action committee (PAC).
• Develop and spearhead a comprehensive government affairs strategy for both federal and multistate levels.
• Oversee state government affairs initiatives, ensuring alignment with federal strategies.
• Drive and impact federal and state legislation and policies concerning reimbursement, Medicare and Medicaid, regulatory frameworks, tax incentives, patient access, and healthcare reforms.
• Represent Chapters Health in Washington, D.C., significant state markets, coalitions, trade associations, public hearings, and policy discussions.
• Cultivate bipartisan relationships with policymakers, congressional staff, state officials, agency executives, HHS, CMS, FDA, and other stakeholders.
• Lead engagement efforts with Congress, committees, federal and state agencies, legislatures, and regulators.
• Coordinate executive involvement in hearings, briefings, and policy forums, preparing senior leaders for interactions with government officials.
• Manage external lobbyists, government affairs consultants, and advisors.
• Supervise PAC governance, compliance, contribution strategies, stakeholder engagement, and resource management.
• Collaborate with the COO, senior management, Legal, Compliance, Clinical, Medical Affairs, and other relevant parties.
• Convert organizational goals and healthcare advancements into compelling policy narratives.
• Establish metrics and reporting systems to assess government affairs, lobbying, PAC, and advocacy initiatives.
• Build, lead, and nurture a high-performing team focused on federal and state government affairs.
• Act as a prominent external leader, enhancing relationships throughout the healthcare ecosystem.
• Over 15 years of progressively responsible experience in government affairs, public policy, advocacy, or a related field within healthcare.
• A Bachelor's degree is required; an advanced degree (MBA, MPH, JD, PhD, or a related field) is highly preferred.
• Proven track record in developing and executing federal and multistate government affairs strategies within a complex and highly regulated environment.
• Strong negotiation and influence skills, with demonstrated success in shaping federal and state healthcare policy, legislation, and regulatory matters.
• Extensive knowledge of U.S. healthcare policy, including Medicare, Medicaid, reimbursement, healthcare regulation, and relevant federal agency requirements.
• Experience managing and overseeing external lobbyists, government affairs consultants, and advocacy partners in federal and/or state markets.
• Preferred experience in PAC strategy, governance, compliance, contribution strategy, and fund management.
• Strong political acumen with a proven ability to foster effective bipartisan relationships with policymakers, regulators, government officials, and other external stakeholders.
• Exceptional leadership, communication, and stakeholder engagement capabilities, with the ability to function effectively in ambiguous, complex, and rapidly evolving environments.
• Demonstrated ability to build and lead high-performing teams and work collaboratively within a complex, matrixed organization where influence without direct authority is vital.
• Agreement to undergo drug and/or alcohol testing following a conditional employment offer.
