This is a fully remote position, open to applicants in District of Columbia, +2 more states.
• Develop and implement Pearl's business development strategy across federal, state, and commercial sectors.
• Guide the business development team in identifying opportunities, qualifying leads, formulating bid strategies, managing proposal efforts, and securing contracts.
• Establish and maintain trusted executive relationships with stakeholders from federal agencies and commercial clients.
• Convert client requirements into customized solutions offered by Pearl.
• Maintain and grow existing accounts.
• Create a robust pipeline of new business to support long-term growth objectives.
• Coordinate sales, operations, and delivery teams around a unified growth strategy.
• Direct specialized resources to implement the growth strategy.
• Keep track of changes in the federal procurement landscape and competitive environment.
• Adapt business development strategies as necessary.
• Report directly to the CEO and oversee members of the Business Development team.
• 10–15 years of experience in Business Development, showcasing a successful track record in securing federal (primary) and commercial business, along with ownership of a federal growth portfolio.
• Extensive knowledge of the federal contracting landscape, including procurement regulations, compliance requirements, and the entire opportunity lifecycle.
• Proven ability to build and convert a qualified federal pipeline and lead successful pursuits of similar size, complexity, and strategic relevance to Pearl.
• Established relationships and a history of earning senior-level trust primarily within federal agencies and commercial organizations.
• Strong leadership capabilities with the ability to inspire, motivate, and guide a high-performing team while prioritizing strategic objectives.
• A leader-doer mindset with proficiency in executive/client-level communication and practical execution.
• Robust work ethic, collaborative spirit, and a commitment to growth and success.
• Hands-on experience with platforms such as GovWin, SAM.gov, FPDS, and other capture/research tools.
• Bachelor's degree in Business, Marketing, or a related discipline.
• Willingness to travel for client meetings, industry events, and leadership gatherings.
• Must undergo a background check, security/EQIP clearance, drug screening, and skills assessment as required.
