This is a fully remote position, open to applicants in United States.
• Conduct research and design key enhancements for ROCIS and RegInfo.gov as part of the Operations and Maintenance team.
• Lead user research initiatives and design validation for the updated replacement platform.
• Carry out user research and usability testing with OIRA desk officers, agency users, RISC administrators, and the public.
• Integrate discovery and research into agile sprint cycles alongside product owners and engineers.
• Maintain a research plan and produce research and usability artifacts for sprint planning.
• Transform help desk trends, training feedback, and usage data into actionable design recommendations and backlog items.
• Map business processes across regulatory review, Unified Agenda, Paperwork Reduction Act, regulatory accounting, and privacy workflows.
• Develop process flows, design concepts, wireframes, and interactive prototypes.
• Validate proposed designs with agency users, oversight offices, and administrators.
• Convert research findings into user stories and acceptance criteria.
• Design work queues, workflow tracking systems, notifications, dashboards, and search experiences.
• Implement WCAG 2.1 AA and Section 508 standards, and conduct accessibility testing.
• Create UAT plans, scenarios, and scripts, and assist in structured UAT prior to releases.
• Prototype and evaluate machine-readable policy information features.
• Contribute user insights to product roadmaps and readiness for release.
• Collaborate with change enablement and training staff for product releases.
• Document research findings, design decisions, and standards for both legacy and modernized platforms.
• Perform other relevant duties as assigned and for which you are qualified/trained.
• A Bachelor's degree in human-computer interaction, interaction design, information science, cognitive psychology, anthropology, or a related field, along with a minimum of five years of experience in UX design and user research, or an equivalent combination of education and/or experience.
• Portfolio submission is mandatory, including passwords for restricted access sites.
• Proven experience in planning and conducting both generative and evaluative research, such as interviews, contextual inquiries, and moderated and unmoderated usability testing.
• Experience in designing intricate, workflow-driven enterprise or case management systems that accommodate multiple user roles with varying permissions.
• Proficient in creating process flows, wireframes, and interactive prototypes using tools like Figma, Mural, or Miro.
• Familiarity with WCAG 2.1 AA and Section 508, particularly in designing for and testing with users of assistive technology.
• Experience working within agile, cross-functional product teams alongside product owners, engineers, and testers.
• Background in writing user stories, acceptance criteria, and UAT scenarios.
• Experience enhancing systems while they are operational, balancing immediate enhancements with long-term redesign efforts.
• Experience conducting research with federal government users, including an understanding of Paperwork Reduction Act considerations.
• Exceptional oral and written communication skills, particularly in presenting findings and recommendations to senior government stakeholders.
• Demonstrated experience collaborating with cross-functional teams, senior management, external clients, and other stakeholders.
• Strong proficiency in Microsoft Office and virtual collaboration tools such as Miro, Slack, GitHub, and Jira.
• Ability to obtain and maintain a Tier 2 Public Trust background investigation.
• Must be legally authorized to work in the United States.
