This is a fully remote position, open to applicants in Maryland, +1 more state.
β’ Spearhead technology modernization initiatives across global health and survey programs.
β’ Oversee the complete delivery of the program's AI innovation portfolio.
β’ Manage workstreams related to automated data-to-report production, natural-language data access, multilingual questionnaire design, field data quality, and novel measurement approaches.
β’ Execute the stage-gate process, conduct go/no-go reviews, discontinue underperforming workstreams, disseminate learnings, and reallocate funding as necessary.
β’ Act as the primary technical liaison to the funder.
β’ Lead progress reporting and learning evaluations.
β’ Collaborate with the project manager to manage the portfolio, schedule, risks, inference costs, and cloud operational expenses.
β’ Coordinate efforts across global development programs and technology partners.
β’ Serve as the technical lead and architect for a group of workstreams.
β’ Take ownership of system design, author design documents, and stay actively involved through prototyping and production phases.
β’ Establish quantitative quality thresholds and acceptance criteria in conjunction with survey experts.
β’ Define architecture and engineering standards for model routing, privacy-preserving design, offline deployment, low-connectivity deployment, and security measures.
β’ Implement engineering practices that include specification-driven development, agentic coding tools, evaluation-first delivery, code reviews, and testing protocols.
β’ Ensure data quality and comparability across different countries and over time.
β’ Oversee responsible AI practices, data governance, ethics, ICF security standards, IRB requirements, and partner-country data sovereignty.
β’ Mentor applied AI, software, ML, and platform engineers.
β’ Connect technology and survey expertise among methodologists, statisticians, field teams, and engineers.
β’ Collaborate with national statistical offices and ministries of health to develop deployable tools.
β’ Share findings through public documentation, publications, and at technical and global health conferences.
β’ Assist in client engagement, white papers, and proposal development.
β’ Bachelor's degree in IT, Engineering, Information Systems, or a related technical discipline, or equivalent experience.
β’ At least 10 years of professional experience in designing and implementing technology solutions.
β’ Proven hands-on experience in architecting multiple complex systems that have been deployed in production.
β’ Minimum of 5 years in leadership roles, mentoring software or data engineering teams.
β’ A successful history of architecting and delivering AI/ML or LLM-powered systems in a production environment.
β’ Experience in leading a multi-workstream technology program for a foundation, donor, or government client, with accountability for budget management and results delivery.
β’ Extensive knowledge of system architecture, data pipelines, software development methodologies, and familiarity with at least one major cloud platform such as AWS, Azure, or Google Cloud.
β’ Practical experience with agentic coding tools and specification-driven development.
β’ U.S. citizenship is required due to federal government contract stipulations.
β’ Proficiency in French or Portuguese is preferred.
β’ Preferred experience in survey operations, data collection, global health or international development, low-connectivity field systems, national statistical offices or ministries of health, stage-gated R&D, quantitative AI/data acceptance thresholds, multi-country data governance, cybersecurity, publications, or conference presentations.
β’ An advanced degree in computer science, statistics, demography, public health, or a related area is preferred.
β’ Exceptional communication and presentation skills.
β’ Ability to collaborate effectively across both technical and non-technical stakeholders and diverse cultures.
