This is a fully remote position, open to applicants in United States.
• Oversee the comprehensive planning, execution, governance, and delivery of intricate technical projects aligned with the GrantSolutions contract.
• Drive modernization efforts, system and application upgrades, new capability launches, platform enhancements, integrations, and technology advancements.
• Manage project delivery from inception to deployment and transition to operational status across various workstreams, vendors, and agile teams.
• Establish delivery baselines and governance; oversee requirements, changes, performance metrics, financials, quality assurance, security protocols, release processes, operational readiness, and stakeholder engagement.
• Define and uphold project charters, scope, objectives, work breakdown structures, integrated schedules, resource allocations, budgets, delivery roadmaps, and governance timelines.
• Supervise day-to-day operations across agile teams, technical workstreams, vendors, and shared services.
• Collaborate with Product Owners and technical leaders to convert business and technical needs into prioritized release plans.
• Manage project scope, timelines, costs, quality, resources, procurement, vendor commitments, risks, issues, assumptions, dependencies, decisions, and corrective measures.
• Take ownership of project financial management, including budget oversight, forecasting, burn rates, variance analysis, Estimate at Completion, and Estimate to Complete.
• Implement integrated change control and evaluate impacts on architecture, scope, costs, schedules, security, operations, and contractual obligations.
• Coordinate stakeholders in architecture, application development, cloud infrastructure, cybersecurity, privacy, data management, testing, configuration management, and operations.
• Propel release and operational readiness, encompassing testing, defect management, data migration, deployment, rollback, training, communication, support preparation, and production handoff.
• Monitor technical dependencies across applications, cloud services, APIs, data exchanges, security elements, environments, and shared platforms.
• Coordinate delivery planning for AWS-hosted environments and Java-based applications.
• Manage implementation and transition risks while driving recovery strategies and continuous improvement initiatives.
• Define and track delivery metrics and key performance indicators.
• Create executive dashboards, status updates, decision briefs, and forecasts.
• Facilitate planning meetings, technical assessments, risk evaluations, stakeholder forums, retrospectives, and decision-making sessions.
• Oversee vendor performance in alignment with plans, deliverables, service expectations, quality standards, and contractual commitments.
• Maintain thorough, audit-ready project documentation.
• Foster relationships with Federal stakeholders, vendors, architects, delivery teams, and operations partners, while promoting accountability and ongoing improvement.
• Must be eligible to obtain and maintain a Federal or DoD Public Trust; approved adjudication is necessary prior to onboarding.
• Bachelor’s degree in computer science, information systems, engineering, business, project management, or a related discipline.
• A minimum of twelve (12) years of relevant experience is required.
• At least ten (10) years of experience in managing complex software development, cloud, systems integration, infrastructure, data, cybersecurity, or enterprise technology projects.
• Proven track record in managing end-to-end delivery across multiple teams, vendors, and stakeholder groups.
• Strong grasp of project management principles, encompassing scope, schedule, cost, resources, quality, procurement, risk, communications, stakeholder, and change management.
• Experience with Agile, Scrum, Kanban, hybrid, and predictive delivery methodologies.
• Familiarity with the software development lifecycle, cloud environments, application development, integrations, testing, release management, cybersecurity, DevSecOps, and operational readiness.
• Experience in managing technical initiatives involving AWS cloud environments and Java-based applications.
• Ability to comprehend architecture diagrams, interface dependencies, technical tradeoffs, nonfunctional requirements, and security or compliance constraints.
• Experience in establishing governance, baselines, stage gates, acceptance criteria, metrics, dashboards, and maintaining audit-ready project documentation.
• Strong financial management capabilities, including budgeting, estimating, forecasting, variance analysis, EAC, ETC, and resource capacity planning.
• PMP certification; PMI-ACP, Certified ScrumMaster, SAFe, ITIL, or a similar certification is preferred.
• Advanced proficiency with Microsoft Project or an equivalent scheduling tool.
• Working knowledge of Jira, Confluence, SharePoint, Microsoft 365, and dashboard or reporting tools.
• Experience delivering federal or regulated technology programs.
• Background in supporting AWS-hosted applications, Java-based systems, APIs, integrations, or DevSecOps-enabled initiatives.
• AWS or related cloud certification and familiarity with enterprise Java application environments is preferred.
• Experience managing API-enabled integration layers, data exchange patterns, canonical data models, identity and access integration, or interface-control processes.
• Experience leading multi-vendor delivery and managing contractual deliverables, service levels, subcontractor dependencies, and vendor remediation strategies.
• Experience in organizational change management, user-centered design, training, communications, adoption, and transition-to-operations activities.
• Experience applying quantitative delivery metrics, earned value or comparable performance management techniques, root-cause analysis, and lessons learned.
• Ability to obtain and maintain the necessary federal suitability determination.
