Technical Program Manager – Emergency Cash

This is a fully remote position, open to applicants in United States, +2 more countries.

📋 Description

• Oversee comprehensive technical program delivery during emergency response activations, which includes defining scope, gathering requirements, configuring systems, implementing solutions, conducting QA and testing, troubleshooting issues, and finalizing the process.

• Work in collaboration with teams from Product, Tech, Research, Engineering, Data, Payments, and Programs.

• Ensure compliance of systems with data protection, privacy, and financial control regulations.

• Facilitate technical training and onboarding for surge personnel, collaborators, and local partners.

• Update and enhance technical documentation, deployment guides, and incident-response protocols.

• Collaborate with Programs and Engineering to create product roadmaps and requirements, while implementing enhancements for scalability and reliability.

• Monitor and report on technical readiness metrics such as uptime, deployment speed, integration failures, data quality, and testing coverage.

• Lead and document retrospectives on technical design and implementation, capturing lessons learned and root cause analyses.

• Assist in the assessment, evaluation, testing, and implementation of new products and solutions.

• Support risk assessments and implement measures to mitigate risks related to connectivity, data loss, device theft, fraud, and system misuse.

• Participate in incident reviews to enhance safety and resilience protocols.

• Provide surge capacity and coordinate across multiple time zones during activations as per on-call schedules.

• Report directly to the Senior Product Manager, Solutioning, Emergency Cash.


⛳️ Requirements

• A minimum of 5 years of professional experience.

• Proven experience managing timelines, operational risks, stakeholders, and complex deliverables across various workstreams.

• Capability to thrive in fast-paced and ambiguous environments, effectively balancing speed, risk, and quality.

• Experience in making technical decisions, assessing innovative technologies, system designs, and associated risks.

• Proficient in a programming or statistical language such as Python, R, Matlab, Java, or Apex.

• Exceptional attention to detail with the ability to analyze and rigorously validate data and code.

• A structured approach to problem-solving and the ability to identify root causes.

• Strong communication skills to convey technical concepts to both technical and non-technical stakeholders from diverse cultural, national, and social backgrounds.

• Fluency in English is required.

• Understanding of, or a willingness to learn about, how technology facilitates emergency response operations, including CVA platforms, identity verification, data collection tools, payment systems, and mobile applications.

• Must have at least 3 hours of overlap with the East Africa timezone.

• Preferred but not mandatory: Experience with relational databases like SQL.

• Preferred but not mandatory: Experience in data visualization.

• Preferred but not mandatory: Experience in humanitarian or emergency response environments.

• Preferred but not mandatory: Familiarity with humanitarian coordination systems and donor expectations.

• Must be aware that employment visa sponsorship is not available for positions in the U.S. or U.K.

• Bonus at target performance: 10% with potential for increase.

• Annual benefits stipend: $21,393 for U.S. employees; £2,760 for U.K. employees; $8,453 for Kenya employees.
