Program Manager – Technical

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Assist in the development of contract solutions tailored to meet program requirements.

• Collaborate with ICF personnel, clients, subcontractors, and project teams to define project scope, budget estimates, timesheets, scheduling, and deliverables.

• Oversee the risk register and refresh the Risk Management Plan alongside quality assurance activities.

• Create project work plans and assess resource needs.

• Monitor project task expenditures to ensure they remain within the designated budget.

• Plan, coordinate, and supervise project activities to ensure timely delivery.

• Confirm that project deliverables adhere to quality standards and fulfill business requirements.

• Maintain precise client communications and project documentation.

• Provide prompt and professional responses to customer inquiries and concerns.

• Track project scope, risks, issues, assumptions, dependencies, and change requests, escalating items when necessary.

• Prepare meeting minutes, status updates, follow-ups, and project documentation for both client and internal stakeholders.

• Assist with release coordination, readiness for implementation, post-launch support, and lessons learned activities.

⛳️ Requirements

• Bachelor’s degree.

• Over 5 years of experience in project management.

• More than 3 years of managing IT or software delivery projects with clear accountability for schedule, budget, scope, and risk.

• At least 1 year of experience managing multiple concurrent projects while coordinating cross-functional teams among technical and business stakeholders.

• Strong organizational and time management capabilities.

• Exceptional communication and interpersonal skills.

• Proficient in Microsoft Office 365 tools (Teams, Outlook, Excel, PowerPoint; MS Project experience is a plus).

• Familiarity with the software development lifecycle (SDLC).

• Experience with project management and collaboration tools such as Jira, Microsoft Office, Excel, PowerPoint, and Visio.

• Must be a US Citizen or Permanent Resident in compliance with federal contract requirements.

• A Master's degree is preferred.

• PMP certification is strongly preferred.

• Experience with Agile, Scrum, SAFe, or hybrid delivery methodologies is preferred.

• Fluency in Spanish is a plus.

• Experience collaborating with vendors, subcontractors, or cross-functional delivery partners.

• Familiarity with proprietary platforms, SaaS solutions, system integrations, or configurable business applications.

• Experience working on federally funded disaster management, resilience, housing, infrastructure, or technology modernization initiatives.

• Ability to develop subject matter expertise over time.

• Clear written and verbal communication abilities.

• Strong skills in organization, planning, follow-through, and problem-solving.

• Capability to collaborate across teams and clarify needs, priorities, and subsequent steps.

• Client service-oriented mindset.

• Ability to work collaboratively in a dynamic, team-oriented environment.
