Technical Program Manager – Cleared

This is a fully remote position, open to applicants in California.

📋 Description

• Take charge of the planning and execution of a classified Spacetime engineering program throughout each mission phase.

• Address cross-system dependencies and technical trade-offs directly.

• Act as the main programmatic liaison with a cleared government client.

• Engage with technical personnel and senior government stakeholders across both classified and unclassified communication channels.

• Conduct kickoffs, technical reviews, and executive briefings.

• Align Engineering, Product, and Solutions Engineering across both compartmented and uncompartmented workstreams.

• Convert customer and mission requirements into concrete engineering plans.

• Assess latency, throughput, scaling, and failure-mode trade-offs.

• Manage classified information and Controlled Unclassified Information (CUI) with care.

• Uphold personal security measures and adhere to program security and ITAR/EAR guidelines.

• Collaborate with the Facility Security Officer (FSO) and IT/Cybersecurity stakeholders.

• Oversee Time & Materials (T&M) or cost-type contract reporting, which includes monthly tracking of labor, subcontracting, hardware, and materials at the MEL level to assist with invoicing.

• Detect schedule, scope, and dependency risks early and escalate with relevant context.

• Coordinate risk mitigations with engineering leads across development, staging, and dedicated government cloud production environments.

⛳️ Requirements

• Active TS/SCI clearance in good standing is required.

• TS/SCI with polygraph is strongly preferred.

• Minimum of 5 years of experience in technical program management, engineering program management, or a closely related field delivering complex technical platforms.

• Experience preferably supporting U.S. Government or defense/space clients.

• Capability to read and critique design documents independently.

• Ability to engage with engineering teams on architecture, scaling, and failure-mode trade-offs as a peer.

• Experience with genuinely technical programs, infrastructure migrations, API/interface contracts, cross-system dependency resolution, or multi-team technical rollouts.

• Proficiency in influencing without authority and confidently interfacing with senior government and client stakeholders.

• Experience managing complex project financials, resource tracking, or stringent contractual reporting requirements, including T&M, Firm Fixed Price (FFP), or cost-type contracts.

• U.S. citizenship is required to obtain and maintain the clearance.

• Background in engineering, hardware/software systems, solutions architecture, or a related field with hands-on experience running technical programs alongside engineering teams.

• Willingness to travel occasionally.

• Must meet applicable U.S. export-control eligibility standards for access to controlled information.

• Bachelor’s degree in engineering, computer science, or a related technical field is preferred but not mandatory.

• Equivalent hands-on technical experience will be considered on an equal basis.

• Familiarity with networking, telecom, or SDN/traffic engineering concepts is preferred.

• Strong background in satellite and mission operations is preferred.

• Experience transitioning programs from prototype to production volumes and enhancing Technology Readiness Level (TRL)/Manufacturing Readiness Level (MRL) is preferred.

• Knowledge of U.S. Government acquisition processes, FAR/DFARS, and contract vehicles is preferred.
