Software Development Lead

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee the design, development, integration, testing, deployment, operation, and maintenance of secure software that supports the DoED FSA mission.

• Administer Agile software delivery and SecDevOps/DevSecOps methodologies throughout the software development lifecycle (SDLC).

• Incorporate security measures, automated testing, configuration/change management, and documentation into the software delivery process.

• Ensure adherence to FSA Software Development Standards, FSA Launch Pad requirements, NIST SP 800-218 SSDF, and relevant Federal guidelines.

• Lead a diverse team across development, architecture, integration, testing, cybersecurity, DevSecOps/DevOps, deployment, and maintenance.

• Define standards for development, secure coding, documentation, automated testing, configuration management, and release processes.

• Direct Agile planning and execution, including backlog prioritization, sprint/release planning, dependency management, demonstrations, and tracking of deliveries.

• Coordinate efforts among developers, testers, cybersecurity experts, architects, product owners, operations teams, and Government stakeholders.

• Convert mission, functional, cybersecurity, and technical requirements into prioritized backlogs and actionable software increments.

• Integrate cybersecurity insights into development priorities and oversee remediation efforts.

• Evaluate code, architectural decisions, automated test outcomes, documentation, and deliverables to ensure quality and compliance.

• Track metrics such as velocity, cycle time, automated test coverage, defects, vulnerabilities, build/deployment success, and remediation efforts.

• Identify and mitigate technical risks, dependencies, obstacles, and delivery challenges.

⛳️ Requirements

• Bachelor’s degree in Computer Science, Software Engineering, Computer Engineering, IT, Information Systems, or a related technical field; equivalent experience may be considered.

• 8+ years of experience in software engineering/application development.

• 3+ years of experience leading software development teams or significant engineering projects.

• Proven experience in leading the design, development, integration, testing, deployment, operation, and maintenance of enterprise software systems.

• Demonstrated experience in guiding Agile development teams, including backlog refinement, sprint/release planning, reviews, retrospectives, and continuous enhancement.

• Knowledge of secure SDLC and SecDevOps/DevSecOps methodologies.

• Familiarity with development in Federal or regulated enterprise environments.

• Strong understanding of Agile development practices, secure SDLC, SecDevOps/DevSecOps, and NIST SP 800-218 SSDF.

• Experience with CI/CD pipelines, source-code management, code reviews, build automation, configuration management, release management, and automated deployment.

• Proficient in implementing automated unit, integration, and end-to-end testing within CI/CD pipelines.

• Experience utilizing automation to expedite testing and facilitate repeatable releases.

• Familiarity with SAST, DAST, SCA, dependency/secrets/container scanning, and vulnerability management.

• Knowledge of secure coding practices, OWASP Top 10, software supply-chain security, and vulnerability remediation processes.

• Experience in analyzing and addressing findings from penetration testing, security assessments, application security testing, and code reviews.

• Proficient with APIs, databases, enterprise services, distributed applications, and cloud/cloud-native technologies.

• Skilled in modern programming languages, frameworks, and customer-approved development technologies.

• Understanding of identity, authentication, authorization, access control, data protection, logging, and monitoring practices.

• Experience creating engineering artifacts such as Project Roadmaps, Technical Change Management Plans, ADRs, Runbooks, README documentation, commit messages, and Release Notes.

• Capability to establish and uphold standards for documentation, version control, configuration/change management, testing, and release management.

• Experience with approved technologies, frameworks, testing libraries, platforms, and development tools.

• Ability to integrate changes to development/security standards and requirements within prescribed SLAs and delivery schedules.

• Eligibility to obtain a DoED 6c Public Trust.
