Senior Workforce Program Evaluation Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Create evaluation frameworks for workforce and federally funded initiatives.

• Formulate logic models, theories of change, measurement tools, and evaluation plans.

• Execute process, outcome, implementation, and impact evaluations.

• Analyze metrics related to enrollment, completion, credentials, employment, earnings, retention, and employer outcomes.

• Examine administrative data, participant feedback, employer insights, and labor market statistics.

• Design surveys and interview protocols; facilitate stakeholder interviews.

• Review compliance and performance in relation to WIOA and other federal grant stipulations.

• Produce technical reports, summaries, dashboards, and grant-related deliverables.

• Assist AlphaGov proposals by providing evaluation methodologies and narratives of past performance.

⛳️ Requirements

• Over 7 years of experience in program evaluation, workforce development, public policy, or applied social science research.

• Proven experience in evaluating workforce, employment, training, education, or economic mobility programs.

• Familiarity with federally funded programs or grants.

• Proficiency in creating logic models, evaluation frameworks, and performance metrics.

• Understanding of WIOA performance standards.

• Excellent skills in research design, writing, and presentation.
