This is a fully remote position, open to applicants in Texas.
• Implement the enterprise transformation strategy within Testing Services.
• Establish roadmaps, milestones, priorities, and criteria for success.
• Coordinate transformation efforts among delivery teams, stakeholders, and partner organizations.
• Execute strategies for communication and change adoption.
• Implement and monitor success metrics for transformation, including quality, productivity, automation, AI integration, talent refresh, ALM adoption, compliance, and efficiency improvements.
• Promote continuous improvement through metrics, data-driven insights, maturity assessments, and quality audits.
• Maintain the high-level RACI model to ensure alignment with contractual obligations and governance forums.
• Define and implement end-to-end STLC processes, playbooks, frameworks, training, tool adoption, and capability enhancement initiatives.
• Integrate transformation activities with ongoing programs while safeguarding delivery outcomes.
• Establish a governance cadence for performance monitoring, reporting, and realization of benefits.
• Supervise adoption, execution progress, risks, and dependencies; address or escalate issues as necessary.
• Collaborate with TMO, Delivery Leadership, Process and Technology Centers of Excellence, and vendor partners.
• Provide updates at the executive level regarding transformation progress, risks, and outcomes.
• Optimize and govern the use of ALM.
• Monitor the implementation, expansion, and maturity uplift of automation.
• Over 10 years of experience in testing, quality engineering, or technology delivery.
• At least 5 years of delivery experience in Medicaid/Medicare programs/projects.
• 3 to 5+ years of experience in transformation, process improvement, or Centers of Excellence initiatives.
• Practical experience in scripting end-to-end STLC processes.
• Strong knowledge of STLC, ALM tools, automation frameworks, and the TMMi testing model.
• Experience working in multi-vendor settings with RACI-based governance structures.
• Capability to coordinate cross-functional initiatives and drive change adoption.
