Senior Technical Assistance Consultant, Postsecondary Education – Workforce Development

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee cross-sector technical assistance initiatives that connect postsecondary institutions, workforce systems, and community-based organizations to enhance career pathways and work-based learning for community college students.

• Act as a subject matter expert in work-based learning and apprenticeships.

• Create tools and resources for program design and adaptation that integrate work-based learning.

• Provide guidance on non-degree credentials and professional certifications within community college environments.

• Assist in data collection practices regarding student experiences, outcomes, and employment results.

• Support higher education in prison by designing, implementing, and delivering relevant resources.

• Conduct analysis of policies and programs related to postsecondary education and workforce systems.

• Convert research findings into actionable briefs, toolkits, training materials, and guidance.

• Promote a collaborative and inclusive atmosphere that encourages professional development.

• Identify and seek new business opportunities with federal, state, and foundation clients.


⛳️ Requirements

• Ph.D. with at least 3 years of relevant experience; a Master’s degree with a minimum of 7 years of relevant experience; or a Bachelor’s degree with at least 9 years of relevant experience in a related field.

• Proven experience providing technical assistance to public agencies, nonprofit organizations, community-based organizations, or higher education institutions.

• Track record of managing projects and leading cross-functional teams.

• Direct experience working with community colleges or in a community college setting to drive initiatives, implement programs, or support institutional change efforts.

• Demonstrated expertise in postsecondary education, workforce development, and career pathways, especially within community college contexts.

• Established networks in the higher education and workforce development sectors, with a willingness to build relationships on behalf of AIR.

• Strong skills in business development, proposal writing, and client relationship management.

• Competence in interpreting and applying quantitative and qualitative data.

• Knowledge of work-based learning, including apprenticeships, along with related policies, practices, and partnerships.

• Awareness of systems-level challenges related to postsecondary access, student success, career readiness, and workforce development.

• Familiarity with federal funding streams and policy frameworks such as Pell Grant reinstatement, WIOA, Registered Apprenticeships, Perkins V, and Second Chance Pell.

• Excellent facilitation, coaching, stakeholder engagement, professional development, and capacity-building abilities.

• Capability to translate research, policy, and data into useful tools, guidance, training materials, briefs, and resources.

• Strong project management skills with the ability to juggle multiple priorities.

• Must currently be authorized to work in the U.S. on a full-time basis.

• Employment-based visa sponsorship is not available.

• May need to fulfill specific residency requirements based on project work.
