This is a fully remote position, open to applicants in United States.
• Supervise the entire lifecycle of subcontractor performance, encompassing teaming, proposal strategy, solicitation, negotiation, award, and closeout.
• Create and implement subcontracting strategies for assigned portfolios.
• Provide guidance to project teams regarding subcontract administration, internal processes and tools, federal engagements, and high-value strategic contracts.
• Ensure subcontract activities adhere to FAR, DFARS, and company policies.
• Maintain precise subcontract files and oversee data entry into internal systems.
• Lead negotiations concerning terms, pricing, schedules, and performance metrics.
• Apply best practices and process enhancements throughout the subcontract organization.
• Serve as the main point of contact for subcontract activities within the portfolio.
• Collaborate with project managers, procurement, and finance teams.
• Prepare RFP/RFQ packages, conduct technical evaluations, and negotiate terms and conditions.
• Monitor subcontractor performance, analyze data, and ensure timely project completion.
• Assist in capture and proposal phases by formulating subcontracting strategies.
• Oversee subcontract components of proposal preparation, which include cost analysis, management plans, and compliance documentation.
• Negotiate Teaming Agreements and Non-Disclosure Agreements.
• Execute pre-award compliance reviews and final evaluations.
• Grant award authority to junior team members.
• Develop and manage team performance, workload distribution, and professional development.
• Promote training and continuous improvement initiatives.
• Lead the utilization of iCertis Contract Lifecycle Management for subcontract awards.
• Leverage Coupa, CostPoint, and other enterprise tools.
• Conduct government contract administration, including flow downs, change management, inspection, acceptance, payment, warranty, closeout, and records retention.
• Assist in source selection and evaluation through cost and price analysis, negotiation memoranda, and CPSR-compliant files.
• Draft, negotiate, and utilize subcontracts, purchase orders, teaming agreements, and other contracts.
• Suggest policy modifications and establish procedures that impact the organization.
• A Bachelor's degree in a relevant field of study and 7+ years of pertinent professional experience required, or a comparable combination of education and experience.
• Comprehensive knowledge of Cost Reimbursable, Firm Fixed Price, and Time & Material subcontract awards.
• Profound understanding of FAR/DFARS compliance.
• Familiarity with Non-Disclosure Agreement (NDA) and Teaming Agreement (TA) best practices.
• Experience in the Defense, National Security, or Intelligence sectors is preferred.
• Proficient with ERP systems, including Coupa and/or Costpoint, Contract Lifecycle Management systems, and Microsoft Office Suite.
• Proven experience leading teams in a customer service-focused team environment within a matrixed organization.
• Experience with CPSR-compliant policies and procedures and supporting audits.
• Expertise in supporting commercial and U.S. Government requirements, preferably with the U.S. Department of Defense and/or other federal government programs.
• Experience in issuing and managing subcontracts under prime contract awards in a highly technical environment.
