Senior Strategic Advisor, Medicaid Quality, Population Health, VBC Expertise

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead and manage intricate or high-risk client projects across multiple simultaneous engagements.

• Act as the principal technical or subject-matter expert for designated initiatives.

• Collaborate strategically with senior-level client stakeholders to enhance satisfaction, trust, engagement, and retention.

• Provide counsel to clients on matters related to healthcare clinical performance, quality, and value-based care.

• Advocate for the Contract Performance Optimization Offering.

• Assist in the development of the 105% Quality Programs offering from inception through testing.

• Recognize opportunities for enhanced client support based on client requirements, organizational priorities, policy updates, and challenges in VBC or clinical performance.

• Lead internal innovation workgroups and refine novel approaches.

• Engage in sales discussions and scope development as a technical expert.

• Formulate solutions and estimate efforts for complex pursuits.

• Track quality, population health, and regulatory trends to identify offerings, market opportunities, and client necessities.

• Improve service lines, create reusable tools and frameworks, and shape market messaging.

• Establish professional networks across payers, providers, state agencies, and industry associations.

• Contribute to white papers, conference presentations, and other events.

• Make strategic decisions that influence client outcomes in complex or unprecedented situations.

• Lead multi-workstream engagements by coordinating delivery teams, setting expectations, managing timelines, and ensuring quality deliverables.

• Oversee scope, communication protocols, and risk management.

• Mentor and provide technical guidance to junior and mid-level staff on quality program design, VBC strategy, and measurement.

• Foster talent development by exemplifying consultative behavior, strategic thinking, and collaboration.

⛳️ Requirements

• Bachelor’s Degree in Public Policy, Public Administration, Public Health, or Health Administration.

• A minimum of 15 years of combined experience in a public healthcare policy management role and/or the healthcare consulting industry, with a strong sales emphasis.

• Extensive background in healthcare quality, population health, VBC leadership, Medicaid finance, Medicaid services, healthcare policy, or related consulting or governmental environments.

• In-depth knowledge of national and state quality programs, including HEDIS, CMS Stars, CAHPS, QRS, and CMS payment models such as AHEAD.

• Expertise in population health frameworks, risk adjustment, and quality analytics.

• Established technical credibility and judgment in high-stakes environments.

• Proven ability to independently deliver complex client work and act as a trusted senior advisor.

• Demonstrated experience and success in public health financing and policy advocacy.

• Executive or Administrator experience leading teams to design, execute, and implement significant changes for state Medicaid programs, healthcare providers, and managed care organizations.

• Proficient in Microsoft Word, Excel, and PowerPoint.

• Effective cross-organizational collaboration, relationship-building skills, and a consultative approach.

• Exceptional oral and written communication skills, including the ability to clarify complex technical terms.

• Strong analytical and problem-solving capabilities.

• Capacity to work effectively both independently and in teams.

• Experience in delivering services on multiple projects simultaneously.
