Senior Public Affairs Manager

This is a fully remote position, open to applicants in Brazil.

📋 Description

• Lead and manage relationships with ministries, regulatory bodies, legislators, and other public authorities pertinent to the business.

• Represent Decolar in discussions with government entities during meetings, hearings, and industry forums.

• Develop and sustain a network of connections with decision-makers across all three branches of government at federal, state, and municipal levels.

• Actively engage in industry associations, sector chambers, and strategic coalitions.

• Oversee legislative and regulatory monitoring in collaboration with hired public affairs consultancies/agencies.

• Monitor bills, regulations, and regulatory amendments that may influence Decolar’s operations.

• Consolidate and interpret complex information into executive reports that include scenario analysis and strategic recommendations.

• Maintain an updated stakeholder map and a prioritized regulatory agenda.

• Identify and assess regulatory risks and opportunities for the business.

• Collaborate with Legal, Tax, Compliance, and Commercial teams to evaluate the impact of legislative and regulatory initiatives.

• Facilitate coordination between technical teams and the Country Manager to establish positions and strategies.

• Involve relevant subject-matter experts in government engagements, depending on the topic at hand.

• Design and implement advocacy and institutional positioning strategies with public authorities.

• Create technical, economic, and social-impact arguments to bolster the company’s positions.

• Formulate public policy proposals and legislative amendments when required.

• Build coalitions and partnerships with businesses and industry associations.

• Collaborate with Legal, Tax, Compliance, Communications, Public Policy, and business leaders.

• Report on progress, risks, and opportunities to the Legal Director and Country Manager.

• Provide training to internal teams on pertinent regulatory issues.

• Document interactions and activities in line with compliance policies and corporate governance standards.

• Engage the Country Manager in significant strategic matters.


⛳️ Requirements

• Bachelor’s degree in Law, International Relations, Political Science, Public Administration, or a related discipline.

• 7–10 years of substantial experience in government relations, regulatory affairs, or public affairs.

• Demonstrated experience working with Brazil’s National Congress, ministries, and regulatory agencies.

• Comprehensive technical knowledge of government operations and legislative processes, including bill progression, parliamentary dynamics, and regulatory procedures.

• Established network of relationships with decision-makers in the public sector.

• Exceptional verbal and written communication skills, with the capability to convey complex technical subjects in an easily understandable manner.

• Proficient or fluent in English for communication with headquarters and regional leadership.

• Analytical and strategic thinking abilities, complemented by strong execution skills.

• Autonomy, proactivity, and a sense of urgency.

• Maturity to handle multiple stakeholders and prioritize in a dynamic organizational structure.

• Capacity to work collaboratively in a cross-functional environment.

• Preferred: previous experience in technology companies, fintechs, or digital platforms.

• Preferred: familiarity with the tourism, travel, or e-commerce sectors.

• Preferred: experience with government relations consultancies.

• Preferred: experience in team management.

• Preferred: advanced proficiency in Spanish.
