Senior Project Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Take charge of the planning, execution, and delivery of assigned technical projects and workstreams from the requirements phase through to implementation.

• Collaborate with VA stakeholders, program leadership, and technical delivery teams.

• Convert client needs into technical requirements, user stories, acceptance criteria, delivery plans, and priorities.

• Spearhead Scrum, Kanban, or hybrid Agile deliveries, which include backlog management, sprint planning, reviews, retrospectives, and managing dependencies.

• Oversee work using Jira, Azure DevOps, SharePoint, and other related delivery tools.

• Coordinate diverse teams of developers, data scientists, analysts, evaluators, and subject matter experts.

• Work alongside technical leads on solution strategies, architecture, data dependencies, integrations, security, and implementation risks.

• Identify obstacles, resolve dependencies, escalate issues, and maintain a focus on outcomes.

• Manage project scope, schedule, resources, milestones, performance, risks, and shifting priorities.

• Facilitate requirements sessions, technical discussions, demonstrations, client reviews, and status meetings.

• Create project documentation, roadmaps, delivery plans, decision logs, dashboards, and client briefings.

• Ensure that deliverables fulfill requirements, acceptance criteria, quality standards, and VA expectations.

• Assist in Power Platform, SharePoint modernization, workflow automation, analytics, data visualization, and program evaluation projects.

• Support release planning, testing, user acceptance, implementation, and transition activities.

• Build trusted relationships with VA clients by conveying technical concepts, tradeoffs, risks, and recommendations.

• Assist with staffing, resource planning, risk management, forecasting, contract execution, solutioning, business development, proposals, and account growth.

• Embrace increasing program-level responsibilities as experience and program needs change.

⛳️ Requirements

• A Bachelor’s degree in information systems, computer science, engineering, data analytics, business, management, public health, or a related field.

• Over 5 years of experience in project management, technology consulting, digital delivery, systems implementation, federal contracting, or a similar discipline.

• Proven experience in independently managing technical projects or complex workstreams throughout the entire delivery lifecycle.

• Experience in leading cross-functional teams that consist of both technical and non-technical personnel.

• Strong working knowledge of Agile methodologies, including Scrum, Kanban, or hybrid delivery methods.

• Practical experience using Jira, Azure DevOps, or similar tools for managing backlogs, requirements, dependencies, and delivery.

• Technical knowledge of Microsoft Power Platform, SharePoint, data analytics/visualization, or program evaluation/performance measurement solutions.

• Ability to translate business and program needs into precise technical requirements and actionable delivery plans.

• Capability to understand and communicate technical concepts, solution tradeoffs, dependencies, and risks to both technical and non-technical stakeholders.

• Strong operational, organizational, problem-solving, and decision-making skills.

• Proven ability to work independently, take ownership, and drive delivery with minimal guidance.

• Exceptional client-facing communication, facilitation, and stakeholder management skills.

• Ability to manage multiple priorities and swiftly adapt to changing client requirements.

• Eligibility to obtain and maintain a Public Trust clearance.

• Preferred: Previous VA experience; knowledge in healthcare, public health, behavioral health, or Veteran services; relevant technical certifications such as PMP, CSM, PMI-ACP, SAFe, or Microsoft certifications.
