This is a fully remote position, open to applicants in United States.
• Provide comprehensive program management assistance for the creation, deployment, maintenance, and sustainability of NGA's TERPS production software capabilities.
• Oversee program costs, timelines, performance metrics, staffing, risks, delivery obligations, and coordination with Government/customers in an Agile software development atmosphere.
• Act as the primary liaison with NGA Government Product Owners, stakeholders, software development teams, cybersecurity, integration contractor teams, and technical teams.
• Manage software development tasks utilizing Agile methodologies and established release and sprint schedules.
• Coordinate and facilitate an eight-week software release cycle comprising four two-week development sprints.
• Lead and organize Release Planning Events, Sprint Planning sessions, Sprint Reviews, and various program and technical meetings.
• Supervise program backlog and work-tracking efforts using Jira, Confluence, Kanban boards, or comparable Agile management tools.
• Track development capacity, timelines, priorities, risks, issues, blockers, and forthcoming deliverables.
• Conduct quarterly Program Management Reviews that focus on program timelines, risks, financial performance, and overall project status.
• Ensure the prompt preparation and distribution of contract reports, staffing plans, meeting minutes, release reports, and other essential program management documents.
• At least 10 years of experience with a Bachelor's degree in a relevant field, or 7 years of experience with a Master's degree in a pertinent field.
• Proven experience in managing software development, application development, or IT programs/projects.
• Proficient in overseeing program costs, timelines, performance, risks, staffing, and deliverables.
• Experience in leading or managing Agile software development teams and planning for releases/sprints.
• Familiarity with Agile project management and work-tracking tools such as Jira and Confluence.
• Skilled in coordinating with technical teams, customers, product owners, and other program stakeholders.
• Excellent written and verbal communication skills.
• Capacity to manage multiple concurrent priorities, deliverables, risks, and dependencies.
• Must qualify to meet relevant HSPD-12/Tier 1 standards for CUI access.
• Preferred: Experience assisting Federal Government and/or Department of Defense software development programs.
• Preferred: Experience managing cloud-based software development, DevSecOps, PaaS, SaaS, or application modernization initiatives.
• Preferred: Experience with geospatial, aeronautical, aviation, or mission-critical software applications.
• Preferred: PMP, PMI-ACP, Certified ScrumMaster (CSM), SAFe, or similar program/project management or Agile certification.
