Deputy Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the daily execution across nine financial process areas.

• Take on Program Director duties and decision-making authority in the absence of the Program Director.

• Lead and cultivate the program management office.

• Own the integrated master schedule, perform critical path analysis, assess dependencies, and evaluate schedule risks.

• Manage the program's risk and issue register, including mitigation planning, ownership, tracking, and escalation.

• Oversee workstream cost performance, forecasts, variance explanations, and estimates at completion.

• Direct the production, quality review, and timely delivery of CDRL deliverables, status reports, and milestone artifacts.

• Govern staffing processes, onboarding, clearance processing, resource ramp plans, and utilization metrics.

• Coordinate the execution of subcontractors and teaming partners.

• Establish and enforce the program's operating rhythm, which includes stand-ups, planning sessions, reviews, change control, and government working groups.

• Prepare for and lead milestone gate reviews.

• Ensure adherence to the performance work statement and the quality assurance surveillance plan.

• Coordinate planning for cutover, go-live, and hypercare phases.

• Engage in quality assurance activities while safeguarding sensitive information.

• Perform additional related tasks as assigned.

⛳️ Requirements

• A Bachelor's degree in a related field with 10–15 years of professional experience, including 5–8 years of leadership experience, or 14–18 years of professional experience and 8–11 years of leadership experience without a degree.

• Proven experience in people leadership, managing other leaders.

• At least 8 years of experience in federal program or project management, including defense programs with formal milestone reviews and government acceptance processes.

• Experience as a deputy program manager, delivery manager, or an equivalent senior delivery leader in enterprise system implementation.

• Experience in leading a program management office and directly overseeing project managers, schedulers, and project controls staff.

• Expertise in developing and managing integrated master schedules, conducting critical path analyses, and assessing schedule risks.

• Experience in managing formal risk registers, corrective action plans, and status reporting for government stakeholders.

• Familiarity with Agile and traditional (waterfall/hybrid) delivery methodologies in regulated environments.

• Experience in coordinating subcontractors and teaming partners within a multi-vendor delivery team.

• PMP certification or an equivalent program management certification is required.

• An active Secret security clearance is required, or the ability to obtain and maintain one before assignment.

• U.S. citizenship is required.

• Willingness to travel up to 50% to client sites.

• A Master’s degree, knowledge of SAP ECC/SAP S/4HANA, SAP Activate, SAFe certifications, FIAR, DoD 7000.14-R, FFMIA, earned value management, and CDRL/DID experience are preferred.
