This is a fully remote position, open to applicants in Illinois.
• Act as the Bid Program Manager and the proposed Task Order Program Manager for specific Federal contract pursuits.
• Collaborate with capture, solution, proposal, pricing, contracts, recruiting, and executive leadership to create an integrated program-management strategy.
• Design technical, management, staffing, transition, quality, risk, and performance-management solutions.
• Convert solicitation requirements into operational models, schedules, governance frameworks, staffing plans, and performance metrics.
• Engage in solution-development sessions, proposal evaluations, color-team reviews, competitive analyses, and capture and proposal activities.
• Prepare for and partake in oral presentations, technical demonstrations, management discussions, and Government Q&A sessions.
• Present and advocate for the proposed program-management strategy to Government evaluators and senior stakeholders.
• Identify essential personnel, subcontractors, staffing resources, and organizational capabilities necessary for Task Order execution.
• Assist with transition planning and operational readiness activities prior to contract award.
• Ensure availability and commitment to transition into the TOPM role following contract award.
• Provide program-management support for existing contracts managed through GSA Assisted Acquisition Services.
• Oversee or assist in managing a portfolio of Federal contracts, focusing on coordinated performance, staffing, financial management, risk management, and customer satisfaction.
• Serve as the company's subject-matter expert on GSA AAS acquisitions and contract execution.
• Advise capture and delivery teams regarding AAS processes, governance, customer engagement, reporting expectations, and contract administration.
• Develop standardized program-management practices, tools, templates, and performance standards across the contract portfolio.
• Mentor program managers, project managers, and emerging leaders.
• Support program reviews, independent evaluations, recovery planning, and corrective-action initiatives.
• Identify opportunities for contract growth, enhanced performance, stronger customer relationships, and expanded mission support.
• Brief company executives on program status, significant risks, customer priorities, and recommended actions.
• Must be an employee of the prime contractor.
• Must hold an active Project Management Institute Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
• At least seven years of experience in the last ten years as a Task Order Program Manager or equivalent Program Manager, leading and delivering IT and mission-support services.
• A minimum of five years of experience in the past eight years planning and executing complex IT tasks and projects with minimal Government supervision.
• Must have an active Secret clearance.
• Desired: DoDI 8570.01 Level I certification in any category or equivalent specialty, or a higher-level certification.
• Desired: one or more certifications related to infrastructure technology.
• Desired: at least five years of experience in the past ten years leading a geographically diverse team.
• Desired: at least five years of experience in the past ten years coordinating, communicating, and collaborating with Government and public-sector personnel.
• Desired: a master’s degree or higher in business administration, computer science, engineering, management, or a related field.
• Advanced understanding of program and project management principles, methods, and best practices.
• Strong knowledge of Federal and Department of Defense acquisition and contracting environments.
• Familiarity with capture management, proposal development, solution design, transition planning, and contract startup activities.
• Understanding of operational planning, workforce management, subcontractor management, quality assurance, risk management, and performance metrics.
• Ability to interpret solicitations, performance work statements, statements of objectives, contract requirements, and evaluation criteria.
• Proficient in financial management, forecasting, staffing, scheduling, and contract performance reporting.
• Skilled with Microsoft Office and standard program-management, scheduling, reporting, and collaboration tools.
• Demonstrated executive-level leadership, judgment, and decision-making capabilities.
• Excellent written, verbal, presentation, and interpersonal communication skills.
• Strong public-speaking abilities and capacity to represent and defend a proposed solution during Government oral presentations.
• Capacity to establish credibility with Government customers, company executives, employees, teammates, and subcontractors.
• Strong customer relationship and stakeholder management skills.
• Ability to supervise multidisciplinary and geographically dispersed teams.
• Capability to manage multiple contracts, priorities, and deadlines in a dynamic Federal program environment.
• Strong planning, scheduling, organizational, financial management, and resource management skills.
• Proficient in analytical, problem-solving, negotiation, and conflict-resolution skills.
• Ability to translate complex requirements into clear, actionable operational plans.
• Ability to mentor other program leaders and foster collaborative, high-performing teams.
• Approximately 25% travel may be necessary, including onsite support, customer meetings, oral presentations, transition activities, program operations, and corporate meetings.
