This is a fully remote position, open to applicants in Virginia.
• Act as the primary leader and key decision maker for a multifaceted program or portfolio of programs
• Take ownership of overall delivery, customer relationships, financial performance, contractual compliance, and team achievements
• Coordinate efforts across various projects, teams, workstreams, and subcontracting partners
• Formulate and implement strategic program plans that align with delivery and long-term objectives of the organization
• Build and maintain relationships with customers and senior stakeholders
• Communicate program performance, risks, dependencies, and status updates to customers, stakeholders, and leadership
• Oversee changes to program scope, schedule, budget, and delivery expectations
• Convert customer vision and priorities into program objectives, success metrics, and delivery plans
• Establish and monitor program outcomes and performance metrics
• Identify risks, issues, and conflicts; devise mitigation strategies and facilitate resolution
• Manage contractual obligations and supervise subcontractor performance
• Collaborate with leadership on organic growth, recompetes, capture, proposals, solutioning, and exploring new business opportunities
• Ensure compliance with ISO and CMMI quality standards and organizational processes
• Lead, mentor, and develop members of the program team
• Oversee hiring, performance management, timecard reviews, PTO management, employee development, interviewing, workforce planning, staffing, and internal mobility
• Bachelor's degree and a minimum of 9 years of relevant professional experience; additional relevant experience may be accepted in lieu of formal education
• At least 5 years of experience in managing complex technology service delivery programs or projects
• Proven experience in managing program scope, schedule, budget, financial performance, and contractual obligations
• Experience in managing customer relationships and engaging with senior-level stakeholders
• Proficiency in leading cross-functional teams within intricate delivery environments
• Familiarity with Agile delivery methodologies and project or program management tools
• Project Management Professional (PMP) and/or ITIL certification
• Current Agile certification, such as PMI-ACP, AgilePM Foundation, ICP, CSM, SAFe Agilist, or equivalent
• Previous experience in government or government contracting
• Legally authorized to work in the United States without sponsorship, now or in the future
• Capable of successfully obtaining and maintaining a Public Trust security clearance
• Preferred: substantial experience in leading large, complex federal government technology or digital services programs
• Preferred: familiarity with programs, contracts, or digital services of the U.S. Department of Veterans Affairs
• Preferred: experience in managing program financials, subcontractors, CPARS performance, organic growth, federal capture, recompetes, proposals, ISO/CMMI frameworks, and larger portfolios
