This is a fully remote position, open to applicants in United States.
• Act as the primary leader and decision-maker for a complex program or a collection of programs.
• Take ownership of overall delivery, customer relationships, financial performance, contractual compliance, and team success.
• Coordinate efforts across various projects, teams, workstreams, and subcontracting partners.
• Oversee program financial performance, including revenue, utilization, gross margin, forecasting, and overall financial health.
• Create and implement strategic program plans.
• Build and maintain trusted relationships with customers and senior stakeholders.
• Communicate program performance, risks, dependencies, and status updates to customers, stakeholders, and leadership.
• Manage changes related to scope, schedule, budget, and delivery expectations.
• Translate customer vision and priorities into program objectives, success metrics, and delivery plans.
• Establish and monitor program outcomes and performance metrics.
• Identify risks, issues, and conflicts; develop mitigation strategies and drive resolutions.
• Manage contractual obligations and performance of subcontractors.
• Establish efficient communication workflows throughout the program.
• Collaborate with Practice, Growth, and Business Unit leadership on growth, recompete, capture, proposal, and new business initiatives.
• Ensure compliance with ISO and CMMI quality standards and organizational processes.
• Enhance program performance and customer outcomes to support strong CPARS ratings.
• Implement Agile delivery methodologies, project management practices, and relevant tools.
• Lead, mentor, and develop program team members.
• Oversee hiring, performance management, timecard reviews, PTO management, employee development, interviewing, workforce planning, staffing, and internal mobility.
• Bachelor's degree and over 9 years of relevant professional experience.
• Additional relevant experience may substitute for formal education.
• More than 5 years of experience managing complex technology service delivery programs or projects.
• Proven experience managing program scope, schedule, budget, financial performance, and contractual obligations.
• Experience in managing customer relationships and engaging with senior-level stakeholders.
• Proven ability to lead cross-functional teams in complex delivery environments.
• Familiarity with Agile delivery methodologies and project or program management tools.
• Project Management Professional (PMP) and/or ITIL certification.
• Current Agile certification, such as PMI-ACP, AgilePM Foundation, ICP, CSM, SAFe Agilist, or equivalent.
• Previous experience in government or government contracting.
• Must be legally authorized to work in the United States without sponsorship now or in the future.
• Ability to successfully obtain and maintain a Public Trust security clearance.
• Preferred: experience leading large federal government technology or digital services programs.
• Preferred: experience with U.S. Department of Veterans Affairs programs, contracts, or digital services.
• Preferred: experience managing subcontractors and federal contracting delivery partners.
• Preferred: experience in CPARS performance, federal capture, recompetes, proposals, ISO/CMMI frameworks, and portfolio programs.
