This is a fully remote position, open to applicants in Texas.
• Oversee daily purchasing operations to guarantee that programs are equipped with necessary materials, goods, and services.
• Supervise supplier performance and ensure compliance with contractual obligations and flow downs.
• Maintain precise high-volume, medium-complexity procurement documentation in line with FAR/DFARS and Raytheon compliance standards.
• Manage procurement metrics which include PR/PO notes, receiving issues, invoice approvals, supplier PO acknowledgments, material delivery challenges, MRP non-support, and timely delivery.
• Analyze drawings, specifications, and purchase history to determine sourcing strategies for production and build-to-print components.
• Prepare, issue, and evaluate requests for quotes (RFQs).
• Generate purchase order documentation utilizing Raytheon’s EPAD tool.
• Create Commercial Item Determinations and assess supplier claims of commerciality as appropriate.
• Conduct price/cost analysis for proposals and purchase order placements.
• Develop negotiation tactics and lead formal discussions regarding price, delivery, and terms and conditions.
• Foster business relationships with primary suppliers.
• Collaborate with Program, Operations, Quality, Engineering, and other functional teams to meet delivery and financial objectives.
• Promote continuous enhancement of procurement processes and systems.
• Organize and facilitate meetings between suppliers and internal stakeholders.
• Generally requires a Bachelor’s degree and 2 years of relevant experience OR an Advanced degree in a related field OR, if lacking a degree, 6 years of relevant experience.
• U.S. citizenship is mandatory.
• Familiarity with sourcing practices, contract terms, and procurement standards.
• Capability to analyze data, compare quotes, and make cost-effective decisions.
• Experience in an SAP-based environment.
• Ability to manage multiple tasks and work efficiently in a dynamic, fast-paced, and evolving environment.
• Proven effectiveness in both written and verbal communication with internal stakeholders.
• Ability to establish internal/external relationships and influence others.
• Strong problem-solving and critical thinking skills; capable of exercising independent judgment and navigating complexity and ambiguity.
• Organizational skills with the ability to effectively plan, prioritize, and coordinate activities.
• Demonstrated knowledge of and compliance with Federal Acquisition Regulations (FAR/DFARS).
• Experience with written contractual authorizations/vehicles (Cost Plus, Firm Fixed Price, etc.).
• Experience in assessing proposal compliance (FAR 15.4).
• Familiarity with single/sole source and over-TINA procurements.
