This is a fully remote position, open to applicants in Colorado.
• Execute and oversee intricate research and analysis of federal and state legislation, regulations, agency guidance, and emerging policy matters.
• Act as a senior subject matter expert on Affordable Care Act policy, including eligibility, enrollment, affordability, financial assistance, coverage requirements, and Marketplace regulations.
• Keep track of emerging policy developments and interpret statutory and regulatory requirements.
• Evaluate the implications for customers, organizational operations, technology, and strategic objectives.
• Create policy analyses, issue briefs, regulatory summaries, decision memos, research reports, and implementation guidance.
• Lead assigned policy implementation initiatives from regulatory analysis through to operational execution and evaluation.
• Construct implementation frameworks that encompass policy requirements, business impacts, customer considerations, risks, dependencies, success measures, and recommendations.
• Offer policy consultation and decision support to Product, Technology, Operations, Communications, External Affairs, and other business sectors.
• Maintain records of policy interpretations, implementation decisions, and lessons learned.
• Design and conduct both quantitative and qualitative research and evaluation projects.
• Formulate research questions, methodologies, evaluation frameworks, logic models, performance indicators, and success measures.
• Analyze administrative, survey, operational, market, and other types of data.
• Present analytical findings to leadership and cross-functional stakeholders.
• Lead or assist in research and policy development for programs focused on affordability, enrollment, retention, customer experience, and individual market growth.
• Evaluate statutory and regulatory parameters, customer needs, market conditions, operational requirements, and peer Marketplace strategies.
• Identify opportunities arising from emerging policy, regulatory changes, or Marketplace authority.
• Serve as a policy resource throughout program concept development, feasibility assessment, design, implementation, and evaluation.
• Must be a resident of Colorado.
• A Bachelor’s degree in public policy, public administration, economics, statistics, data science, public health, health policy, political science, social science, or a related field is required.
• At least seven years of progressively responsible experience in public policy, policy research, program evaluation, health policy, government, or a related area.
• Proven experience in independently conducting complex policy and regulatory research and translating findings into actionable recommendations.
• Demonstrated ability to design and execute quantitative and qualitative research, program evaluations, or complex analytical projects.
• Experience in leading complex projects or initiatives that involve multiple business areas or stakeholder groups.
• Capability to interpret intricate federal and state statutes, regulations, agency guidance, and other primary policy sources independently.
• Strong comprehension of research design, program evaluation, performance measurement, and both quantitative and qualitative analytical methods.
• Experience with administrative datasets, survey data, statistical analysis, business intelligence reporting, or similar analytical tools and methodologies.
• Proven ability to translate technical, analytical, and regulatory information into clear recommendations for non-technical audiences and organizational decision-makers.
• Ability to develop expertise in complex policy areas and serve as a trusted resource for internal stakeholders.
• Strong facilitation and relationship-management skills, demonstrating the ability to work effectively across various business functions with differing priorities and areas of expertise.
• Proven capability to independently manage multiple complex projects and priorities within a rapidly evolving policy landscape.
• Excellent written, verbal, analytical, and presentation skills.
• Thorough knowledge of the Affordable Care Act and health insurance exchanges is preferred.
• Ability to quickly develop expertise in complicated regulatory environments is essential.
• Willingness to work some non-traditional hours, including weekends and evening events.
• Successful completion of a background check may be necessary as a condition of employment.
