This is a fully remote position, open to applicants in United States.
• Oversee strategic sourcing initiatives and manage complex competitive procurements, including RFPs, RFIs, and RFQs on an enterprise level.
• Create sourcing strategies, lead negotiation efforts, and mitigate procurement risks.
• Provide guidance and functional oversight to Subcontract Administrators throughout pre-award and post-award activities.
• Engage in proposal and project kickoff meetings to establish subcontracting strategies and define administrator engagement requirements.
• Act as a primary escalation point for intricate subcontract administration challenges, risks, and negotiations.
• Assist in subcontract negotiations, contract formation, modifications, and resolution of issues.
• Develop and sustain subcontracting templates, tools, and standard operating procedures.
• Ensure adherence to procurement policies, subcontract stipulations, and relevant regulations.
• Support audits and maintain documentation that is ready for audit review.
• Monitor and escalate risks associated with procurement and subcontracting.
• Deliver management reports on operational activities, compliance metrics, issues, resolutions, performance trends, and opportunities for process improvement.
• Lead, mentor, and cultivate a high-performing team.
• Establish performance expectations, provide constructive feedback, and encourage talent development and knowledge sharing.
• Promote a collaborative culture that focuses on customer satisfaction within the team.
• Drive standardization and continuous enhancement of procurement and subcontract administration processes.
• Collaborate with program teams, business development, proposals, legal, compliance, finance, and purchasing departments.
• Advise stakeholders on best practices in procurement, supplier performance, risk management, and issue resolution.
• Report directly to the Senior Director of Subcontracts & Procurement.
• A Bachelor’s degree or at least nine years of equivalent professional experience.
• Proven experience in strategic sourcing, procurement, subcontract administration, and contract lifecycle management.
• Experience in compliance-driven environments, ideally within U.S. Federal Government contracting.
• A legal background or experience in contract drafting, review, and vendor negotiations.
• Proficient in e-sourcing platforms, procurement technologies, and contract management systems.
• Familiarity with procurement regulations, compliance requirements, risk management principles, and best practices in subcontracting.
• Excellent communication, influencing, and stakeholder management abilities.
• Strong expertise in strategic sourcing, procurement, and subcontract administration, including competitive procurements, supplier management, and contract negotiations.
• Exceptional analytical, strategic thinking, and problem-solving skills.
• Strong leadership abilities in managing people.
• Capability to juggle multiple priorities, intricate procurements, and conflicting deadlines.
• Outstanding attention to detail and a commitment to precision.
• Advanced proficiency in Microsoft 365, including OneDrive, SharePoint, advanced Excel, Word, PowerPoint, Adobe Acrobat Pro, Copilot, and other AI tools.
• Must be authorized to work in the U.S. on a full-time basis.
