This is a fully remote position, open to applicants in Massachusetts.
• Take charge of the capital allocation strategy for the Raytheon business portfolio.
• Lead the development of multi-year rolling forecasts and capital investment plans extending over five years.
• Facilitate portfolio decision forums alongside senior executives in Engineering, Operations, and Finance.
• Create, implement, and enhance enterprise-wide investment frameworks, prioritization models, and weighted scoring systems.
• Set and enforce global standards for capital justification and governance during gate reviews.
• Manage the complete capital intake process, including triage and appropriation for significant CAPEX and OPEX facility and infrastructure projects.
• Oversee capital appropriation request workbooks, ensuring feasibility validation, risk management, and alignment with the Annual Operating Plan.
• Collaborate with IT and Engineering to integrate CMMS, condition assessments, reliability indicators, and risk registers into a centralized planning model.
• Generate dashboards, heat maps, and reports to track portfolio health, investment execution performance, and the accuracy of funding allocations.
• Provide guidance to executive stakeholders across various business units.
• Foster alignment, manage change, lead cross-functional workshops, and enhance systematic planning maturity.
• Develop a long-range asset strategy and shift project-level coordination towards proactive enterprise portfolio management.
• Assume full accountability for the investment lifecycle and optimize Total Cost of Ownership.
• At least 10 years of experience in strategic real estate portfolio management, enterprise capital planning, facility and infrastructure asset management, or engineering within complex, capital-intensive settings.
• A Bachelor's degree in Engineering, Business, Finance, or a related field, or an equivalent combination of experience and education.
• Over 8 years of experience designing, implementing, and governing enterprise-wide capital allocation systems, prioritization frameworks, and multi-year investment roadmaps.
• More than 5 years of experience with physical asset lifecycles, MEP/facility infrastructure, built environment risk, and technical inputs such as FCA/FCI, RCM, and MTBF.
• Over 5 years of experience in capital allocation strategy, financial modeling (including NPV, IRR, and LCCA), corporate capital policy, and financial compliance.
• More than 5 years of experience with Excel, business intelligence tools such as Tableau or BI, and analyzing condition assessments, reliability indicators, risk registers, and MEP infrastructure.
• Must have the ability to obtain and maintain a U.S. government-issued security clearance.
• U.S. citizenship is required for eligibility for security clearance.
• Preferred: expertise in advanced data analytics, predictive modeling, CMMS integration, investment planning tools, enterprise risk platforms, Python, Power BI, Tableau, facility/utility infrastructure, building systems, asset lifecycle degradation, enterprise risk assessment, operating model design, capital process standardization, change management, and standardized investment frameworks.
