This is a fully remote position, open to applicants in Massachusetts.
• Take ownership of the capital allocation strategy for the Raytheon business portfolio.
• Lead the development of multi-year rolling forecasts and capital investment plans extending beyond five years.
• Facilitate portfolio decision-making forums involving senior executives from Engineering, Operations, and Finance.
• Create, implement, and enhance investment frameworks, prioritization models, and weighted scoring systems across the enterprise.
• Establish and uphold global standards for capital justification and gate-review governance.
• Supervise capital intake, triage, and appropriation for significant CAPEX and OPEX facility and infrastructure projects.
• Direct capital appropriation request workbooks, assess feasibility, manage associated risks, and ensure alignment with the Annual Operating Plan.
• Collaborate with IT and Engineering to merge CMMS, condition assessment, reliability, and risk-register data into a centralized planning model.
• Create dashboards, heat maps, and reports that illustrate portfolio health, investment execution performance, and accuracy in funding allocation.
• Provide guidance to executive stakeholders across various business units.
• Foster alignment, manage change, lead cross-functional workshops, and enhance systematic planning maturity.
• Assume responsibility for end-to-end investment lifecycle outcomes and assist in designing RTX's global capital allocation framework.
• Report directly to the RTX Associate Director of Engineering and Planning.
• At least 10 years of experience in strategic real estate portfolio management, enterprise capital planning, facility and infrastructure asset management, or engineering within complex, capital-intensive settings.
• A Bachelor's degree in Engineering, Business, Finance, or a related field, or a combination of relevant work experience and education in lieu of a degree.
• Over 8 years of experience in designing, deploying, and overseeing enterprise-wide capital allocation systems, prioritization frameworks, and multi-year investment roadmaps.
• More than 5 years of experience with physical asset lifecycles, MEP/facility infrastructure, risk in the built environment, and converting FCA/FCI, RCM, and MTBF inputs into enterprise financial decisions.
• At least 5 years of experience in capital allocation strategy, financial modeling (including NPV, IRR, and LCCA), corporate capital policy, and financial compliance.
• More than 5 years of experience using Excel and business intelligence solutions such as Tableau or BI.
• Experience in interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure.
• Must have the ability to obtain and maintain a U.S. government-issued security clearance.
• U.S. citizenship is required.
• Preferred qualifications include advanced data analytics, predictive modeling, CMMS integration, investment planning tools, enterprise risk platforms, Python, Power BI, Tableau, facility and utility infrastructure, asset lifecycle degradation, proactive enterprise risk assessment, operating model design, capital process standardization, change management, and executive investment frameworks.
