This is a fully remote position, open to applicants in District of Columbia, +4 more states.
• Lead the strategy and execution for global market entry in collaboration with Legal, Tax, and Finance teams.
• Assess and set up owned legal entities, Employer of Record models, or contractor frameworks in target countries.
• Oversee international EOR vendor relationships, contracts, and service level agreements.
• Facilitate the transition of employees from EOR providers to direct legal entities as markets expand.
• Supervise the global HR technology stack, which includes HRIS, ATS, global payroll, and benefits systems.
• Create localized total rewards programs that encompass compensation bands, statutory benefits, healthcare, leave policies, and retirement plans.
• Develop standardized global employee lifecycle processes for onboarding, role transitions, mobility, visa sponsorships, and offboarding.
• Ensure HR policies, procedures, and employee handbooks comply with regional labor laws and GDPR regulations.
• Evaluate workforce analytics such as turnover rates, time-to-fill, cost of hire, and retention metrics.
• Mentor, coach, and develop the People Operations team.
• Investigate, test, and implement AI and automation solutions to enhance scalability and efficiency.
• Expertise in global HRIS platforms (e.g., Rippling), global payroll systems, and EOR management tools (e.g., Deel).
• Comprehensive knowledge of international labor law frameworks, statutory employee benefits, worker classification standards, cross-border tax implications, and data privacy regulations.
• Over 6 years of experience in managing comprehensive People Operations functions, setting up new foreign legal entities, administering multi-country compensation and benefits, and directing global mobility initiatives.
• Familiarity with performance management frameworks, employee relations practices, global HR compliance reporting, and workforce metrics analysis.
• Bachelor’s degree in Human Resources, Business Administration, Legal Studies, or a related discipline, or equivalent practical experience.
• Proven track record in leading global HR/People Operations initiatives across various regions, including the Americas, EMEA, and APAC.
• Demonstrated experience in establishing foreign legal entities and transitioning workforce models from EOR to direct employment.
• United States work authorization is required.
• Capacity to work Eastern Time for timezone coverage.
• Willingness to travel up to 25%.
