This is a fully remote position, open to applicants in Canada.
• Lead AbbVie’s strategy for government affairs and market access concerning oncology products in Quebec and Atlantic Canada.
• Supervise reimbursement processes for AbbVie oncology products by public payers.
• Formulate and implement regional strategies for government affairs, health policy, and market access.
• Ensure and sustain market access along with optimal reimbursement from provincial payers and cancer agencies.
• Cultivate and maintain relationships with offices of ministers and premiers, deputy ministers, senior civil servants, policymakers, payers, drug plan managers, and influencers in health policy.
• Keep track of legislation, regulations, and policy changes; identify challenges and opportunities; propose responses and policy recommendations.
• Convert AbbVie’s clinical, policy, economic, and patient value propositions into strategies for stakeholder engagement.
• Create annual customer plans for the region, monitor their execution and impact, and ensure alignment with national priorities.
• Collaborate with teams across Market Access, HEOR, Medical, patient engagement, communications, Commercial, and brand management.
• Assist in provincial patient evidence submissions and advocacy initiatives.
• Direct multi-stakeholder projects that address the priorities of policymakers and public payers.
• Provide policymakers and drug plan managers with insights from clinical, health economics, outcomes research, and real-world evidence.
• Represent AbbVie in provincial and regional biopharmaceutical industry committees, including Innovative Medicines Canada and local life sciences organizations.
• Oversee regional brand and corporate budgets while supporting financial planning cycles.
• A bachelor’s degree in business, commerce, science, public policy, health administration, or a related field.
• More than 10 years of relevant experience in government affairs, market access, public or health policy, consulting, the public sector, or government.
• Proven track record in influencing legislation, regulation, health policy, or public reimbursement decisions.
• Strong analytical skills in policy and the ability to respond promptly and effectively in writing.
• In-depth knowledge of the Canadian healthcare and reimbursement landscape, including provincial governments, public drug plans, private payers, Canada’s Drug Agency, INESSS, and related drug approval and funding processes.
• Experience in engaging with senior stakeholders and payers in Quebec and Atlantic Canada.
• Understanding of health economics, pharmacoeconomics, outcomes research, and principles of real-world evidence.
• Capability to build strategic partnerships with external stakeholders.
• Exceptional skills in managing government and stakeholder relationships.
• Strong judgment in policy matters and the ability to foresee and influence the external environment.
• Skilled in transforming business and brand goals into strategic plans for government affairs and market access.
• Ability to develop persuasive value propositions for policymakers, payers, and public healthcare stakeholders.
• Excellent skills in writing, verbal communication, presentation, negotiation, and strategic planning.
• Strong capabilities in cross-functional collaboration, influencing, storytelling, and communication.
• Ability to function effectively in a complex, fast-paced, and highly regulated environment.
• Proficiency in Microsoft Office and comfort with utilizing AI tools.
• A valid driver’s license and passport are required.
• Advanced English proficiency is necessary.
• Proficiency in French is required.
• Capability to work effectively within a matrix environment.
• Pharmaceutical or biopharmaceutical experience is encouraged; relevant policy expertise from other sectors will also be considered.
