This is a fully remote position, open to applicants in Canada.
• Lead AbbVie’s strategy for government affairs and market access concerning Oncology products throughout Quebec and Atlantic Canada.
• Create and implement regional strategies for government affairs, health policy, and market access.
• Achieve and sustain market access and favorable reimbursement for oncology products from provincial payers and cancer agencies.
• Establish and nurture relationships with offices of ministers and premiers, deputy ministers, senior civil servants, policymakers, public and private payers, drug plan managers, and health policy influencers.
• Track legislation, regulations, and policy changes; pinpoint barriers and opportunities; formulate prompt responses and policy suggestions.
• Shape provincial legislation, regulations, and policies through stakeholder engagement strategies grounded in AbbVie’s clinical, policy, economic, and patient value propositions.
• Create annual regional customer plans, monitor their execution and impact, and align them with national objectives.
• Collaborate with Market Access, HEOR, Medical, patient engagement, communications, Commercial, and cross-functional brand teams.
• Assist with provincial patient evidence submissions and advocacy efforts.
• Lead multi-stakeholder projects that align with the priorities of policymakers and public payers.
• Provide policymakers and drug plan managers with insights from clinical, health economic, outcomes research, and real-world evidence.
• Represent AbbVie on provincial and regional biopharmaceutical industry committees and provincial life sciences organizations.
• Oversee regional brand and corporate budgets and contribute to financial planning cycles.
• Bachelor's degree in business, commerce, science, public policy, health administration, or a related field.
• Over 10 years of pertinent experience in government affairs, market access, public or health policy, consulting, or within the public sector/government.
• Proven track record of influencing legislation, regulations, health policy, or public reimbursement decisions.
• Strong skills in policy analysis, with the ability to assess proposed legislation and health policies and respond promptly and effectively in writing.
• In-depth understanding of the Canadian healthcare and reimbursement landscape, including provincial governments, public drug plans, private payers, Canada's Drug Agency, INESSS, and related drug approval and funding procedures.
• Experience engaging with senior stakeholders and payers in Quebec and Atlantic Canada.
• Knowledge of health economics, pharmacoeconomics, outcomes research, and principles of real-world evidence.
• Capability to build strategic partnerships with external stakeholders.
• Outstanding skills in managing government and stakeholder relationships.
• Strong policy judgment, with the ability to anticipate and influence the external environment.
• Ability to translate business and brand priorities into strategic government affairs and market access plans.
• Proficiency in developing compelling value propositions for policymakers, payers, and public healthcare stakeholders.
• Excellent written, verbal, presentation, negotiation, and strategic planning abilities.
• Strong cross-functional collaboration and influencing skills.
• Exceptional storytelling and communication abilities.
• Capability to thrive in a complex, fast-paced, and highly regulated environment.
• Proficiency in Microsoft Office and comfort in utilizing AI tools.
• A valid driver's license and passport are required.
• Advanced proficiency in English is required.
• Proficiency in French is required.
• Ability to work effectively in a matrix environment.
