This is a fully remote position, open to applicants in United States.
• Take ownership of the complete lifecycle of international government programs, from the initial contract kickoff to solution delivery, POC execution, operational deployment, and continual support.
• Convert signed contracts into actionable program plans that include milestones, deliverables, ownership, and accountability.
• Oversee scope, schedule, budget, and technical risks across multiple concurrent programs and diverse regulatory environments.
• Ensure that contract deliverables, documentation, reporting, invoicing, and compliance artifacts are completed accurately and punctually.
• Act as the primary liaison for international government clients, fostering relationships with decision-makers and technical counterparts.
• Coordinate efforts among Legal, Finance, Product, Science, Engineering, and Customer Success teams; resolve obstacles and sustain progress.
• Navigate the complexities of international procurement processes, contracting norms, cultural expectations, and compliance requirements.
• Manage relationships with external partners, subcontractors, and integrators.
• Assist with government opportunities through deal reviews, POC scope validation, and technical and financial assessments.
• Contribute to pre-proposal and proposal submissions.
• Report on program health, risks, and progress to senior leadership.
• Develop and maintain program tracking, governance frameworks, and reporting standards.
• Offer guidance and governance support to team members distributed across different regions.
• Proactively identify risks and suggest mitigations.
• Challenge Business Development teams to enhance scoping and requirements.
• A minimum of 8 years of direct program or project management experience delivering intricate technical programs for or with international government clients.
• Hands-on experience working with government agencies outside of the United States.
• Direct responsibility for delivery, not merely advisory or consulting roles where execution was handled by another team.
• A proven history of personally owning and delivering programs from start to finish without extensive institutional support.
• Demonstrated capability to manage multiple concurrent programs across various countries, time zones, and regulatory frameworks.
• Strong influence skills across cross-functional teams, including engineering, science, legal, and product teams.
• Exceptional written and verbal communication skills in English.
• Willingness to travel internationally as required by programs.
• Must be a U.S. citizen, permanent resident, or protected individual unless required export-control licenses are obtained.
• Experience with weather, climate, earth observation, or environmental monitoring technologies is highly desirable.
• Familiarity with SaaS or Data-as-a-Service delivery models in a governmental context is a significant advantage.
• Experience with both solicited and unsolicited international government procurement methods is a strong plus.
• Strong commercial acumen regarding deal economics, pricing structures, contract negotiation dynamics, and margin impact is a plus.
• Proficiency in additional languages such as Spanish, Portuguese, Thai, Bahasa, or French is a considerable asset.
