This is a fully remote position, open to applicants in California.
• Oversee state and local government affairs initiatives within designated markets by recognizing emerging issues and managing proactive advocacy strategies, engagement plans, and policy goals that align with Lowe's business interests.
• Manage policy portfolios by identifying trends and advancing issues across various states and/or local jurisdictions.
• Collaborate with regional and headquarters leaders to formulate and implement the organization's policies, objectives, and strategies pertaining to state and local government relations and public policy.
• Work in partnership with Legal, Corporate Communications, Store Operations, Supply Chain, and other business units to ensure advocacy strategies are in sync with enterprise priorities, business goals, and operational requirements.
• Create comprehensive government affairs strategies that encompass legislative, executive, and regulatory options, including direct advocacy, engagement with third parties and think tanks, innovative policy approaches, and public involvement.
• Establish and maintain connections with state and local officials, trade associations, NGOs, and other external stakeholders.
• Foster relationships with Governors, state lawmakers, mayors, local government officials, and other public-sector stakeholders.
• Serve as Lowe's primary liaison with elected officials and significant community groups in the assigned markets.
• Track legislation, emerging issues, industry trends, proposed laws, and ballot measures.
• Evaluate legislative, regulatory, and ballot measure actions, assess their impact on the company, and develop appropriate responses.
• Direct contract lobbyists and consultants in the designated markets and collaborate with trade and other associations.
• Act as the Government Affairs subject matter expert on one or more key retail policy issues affecting Lowe's enterprise operations.
• Keep Government Affairs leadership and relevant company stakeholders updated through analysis of developments and their implications for the business.
• Bachelor’s degree in public relations, communications, political science, business administration, or a related field, or equivalent years of experience in lieu of educational requirements, if applicable.
• 8 years of experience in government relations, public policy, public affairs, political campaigns, legislative offices, trade associations, or corporate government affairs.
• 5 years of experience leading or coordinating lobbyists, consultants, coalition partners, or public policy advocacy initiatives across multiple jurisdictions.
• 5 years of experience in developing and sustaining productive relationships with national organizations of state officials, trade associations, policymakers, and external stakeholders.
• 3–5 years of leadership experience in managing, mentoring, or coordinating professionals, consultants, lobbyists, or cross-functional stakeholders.
• 3–5 years of experience managing multiple complex, cross-functional projects concurrently within a Fortune 500 company, trade association, public affairs firm, or similarly complex organization.
• Proven work experience with local, state, and/or federal elected officials, political parties, companies, consultancies, trade associations, governmental agencies, or equivalent organizations.
• Experience in government affairs within the retail sector and/or across a multi-state region.
• Understanding of politics, public policy, and state legislative and regulatory processes.
• Capability to analyze, interpret, and present legislation in both oral and written formats.
• Familiarity with grasstops and grassroots advocacy tools and strategies.
• Excellent judgment and the ability to perform and multitask effectively under pressure.
• Existing relationships with policymakers throughout Western and Midwestern markets, including state legislatures, governors' offices, and key municipal and county government stakeholders.
