This is a fully remote position, open to applicants in United States.
• Spearhead Coinbase's involvement in current and upcoming SEC rulemakings concerning market structure, trading, and securities issuance.
• Oversee Coinbase's strategy for comment letters in response to SEC proposals that impact digital asset markets.
• Compose or oversee the creation of detailed responses that further Coinbase's regulatory aims.
• Establish and nurture relationships with SEC personnel and the offices of Commissioners.
• Convert proposed and finalized rules into internal directives for Legal, Product, and senior management stakeholders.
• Recognize compliance ramifications, operational necessities, and strategic possibilities.
• Collaborate with Legal to evaluate regulatory risks and compliance consequences of new regulations.
• Explore options for no-action letters or exemptions.
• Represent Coinbase in external industry working groups and discussions with regulators.
• Influence industry-wide stances and coalition approaches.
• Over 10 years of experience in securities law, market structure policy, or corporate finance.
• Direct, hands-on experience working at or with the SEC during the rulemaking processes.
• Profound knowledge of the SEC rulemaking process and the Administrative Procedure Act.
• Proven experience in drafting or responding to public comments on rulemaking.
• Substantial expertise in trading market structure or the mechanics of securities issuance and corporate finance.
• Capability to apply knowledge to current digital asset rule proposals.
• Established ability to interpret complex regulatory language into actionable guidance for cross-functional teams.
• Direct experience briefing senior executives and external regulators on policy ramifications.
• Responsible utilization of generative AI with appropriate human oversight.
