This is a fully remote position, open to applicants in California, +5 more states.
• Select, train, and oversee operations review specialists responsible for conducting administrative hearings.
• Assess hearing officer performance to ensure adherence to state initiatives and federal deadlines.
• Review hearing outcomes to verify correct procedures, legal authorities, and consistency in decisions.
• Engage with hearing officers, districts, and operations staff to enhance effectiveness and address problem areas.
• Provide technical guidance on hearing procedures and program policies for complex cases.
• Create and deliver staff training when issues arise or when rules and regulations are updated.
• Conduct hearings for field staff training, special circumstances, or workload demands.
• Research, review, analyze, and maintain up-to-date knowledge of relevant programs, statutes, court rulings, Florida Administrative Rules, federal regulations, and agency interpretations.
• Assist the Chief in formulating policies, procedures, and guidelines for the hearings process.
• Manage subordinate human resource issues, including hiring, evaluations, terminations, and disciplinary actions.
• Ensure compliance with relevant statutory and administrative requirements.
• Distribute workload fairly among hearing officers using a round-robin assignment system.
• Travel as necessary.
• Perform additional related duties as assigned.
• Preferred Bachelor's degree or a minimum of 4 years of relevant experience.
• Bachelor's degree or equivalent experience in public assistance programs.
• Master's degree or Juris Doctor (JD) preferred.
• Experience as a Hearing Officer applying the Uniform Rules of Administrative Procedure.
• Experience in making eligibility determinations for public assistance applicants.
• Supervisory and management experience required.
• Valid driver's license is necessary.
• Knowledge of administration and management techniques.
• Capability to monitor processes effectively.
• Ability to make decisions and solve problems proficiently.
• Strong organizational and prioritization skills.
• Effective skills in written communication, reading comprehension, speaking, problem identification, information gathering, and active listening.
• Proficiency with the necessary equipment and software for the role.
• Completion of the Candidate Profile in its entirety is required.
• Supervisor names and contact numbers are needed for all periods of employment.

• Experience, education, training, knowledge, skills, abilities, and pre-qualifying responses must be verifiable.
