This is a fully remote position, open to applicants in United States.
• Lead and oversee the planning, coordination, and execution of software development, application enhancements, and IT operations activities for the Department of State.
• Act as the primary management contact for the project team.
• Oversee technical activities, project timelines, deliverables, and performance standards.
• Serve as the sole management liaison and hold accountability for the execution of all project tasks.
• Provide strategic direction, vision, and guidance to the project team.
• Manage project plans and timelines to ensure adherence to cost, schedule, quality, and performance standards.
• Foster teamwork, communication, collaboration, and commitment among team members.
• Inform the Contracting Officer's Representative (COR) and Government Technical Manager about significant issues.
• Maintain effective communication with clients and internal stakeholders.
• Collaborate with government stakeholders and technical teams to resolve issues and implement projects.
• Manage IT projects within Agile development frameworks and Scrum team environments.
• Coordinate project activities, timelines, resources, and deliverables among technical and business stakeholders.
• Bridge the gaps between business processes and technical solutions.
• Facilitate collaboration to ensure that project activities meet operational and mission needs.
• A bachelor’s degree or higher in statistics, computer science, mathematics, information technology, business, or a related field.
• At least 5 years of experience in planning, managing, and executing software development or information technology projects; 10 years preferred.
• Proven experience in managing Agile development teams and facilitating Scrum ceremonies.
• Demonstrated experience managing project timelines, deliverables, costs, quality, risks, and performance metrics.
• In-depth knowledge of IT operations, software development life cycle processes, and project management best practices.
• Capability to translate business requirements into technical solutions and coordinate activities between business and technical teams.
• Experience in managing customer relationships and communicating with government stakeholders, technical personnel, and senior leadership.
• Previous experience supporting the Department of State (DOS) is preferred.
• Experience with federal government customers or mission-driven IT programs is preferred.
• Ability to obtain and maintain a Secret security clearance and comply with DOS system-access and badging requirements.
