Senior Health Public Financial Management Advisor

This is a fully remote position, open to applicants in Europe.

📋 Description

• Offer technical support and enhance capabilities for regional and country teams as well as partners concerning health public financial management (PFM) issues.

• Analyze challenges related to budget credibility and execution, resource flows, procurement, expenditure control, reporting, and barriers impacting the conversion of budgets into services.

• Identify the technical, institutional, and political factors contributing to PFM issues, and map relevant stakeholders, relationships, incentives, and accountability frameworks.

• Formulate practical reform and accountability strategies.

• Facilitate technical discussions and collaborative problem-solving among finance and health institutions, subnational governments, civil society, oversight bodies, communities, development partners, and other relevant stakeholders.

• Design and implement capacity development and training programs.

• Provide technical guidance and facilitation services in English and, where feasible, in French.

• Develop and enhance applicable research methodologies and diagnostic techniques.

• Conduct or supervise country-level quantitative, institutional, and political economy assessments.

• Convert findings into actionable recommendations, technical briefs, diagnostic reports, and other relevant outputs.

• Identify persistent issues and knowledge gaps across various countries.

• Coordinate work planning, budgeting, and reporting for designated health PFM projects and activities.

• Represent IBP’s health PFM initiatives with donors, governmental counterparts, technical partners, and in policy and technical discussions.

• Contribute technical insights to concept notes, funding proposals, and reports for donors.

• Engage in team meetings, staff gatherings, and coordination sessions, and complete additional assigned responsibilities.

⛳️ Requirements

• At least 7 years of professional experience in providing technical support, advisory services, or applied analysis in public financial management, including a focus on the health sector.

• Strong technical knowledge of PFM systems, particularly in budget formulation, program budgeting, budget credibility and execution, resource tracking and financing systems, expenditure controls, and financial reporting.

• Understanding of health systems and health financing, as well as their interaction with governmental PFM frameworks.

• Competence in diagnosing intricate PFM issues utilizing quantitative, institutional, and political economy analysis.

• Experience in delivering direct technical assistance to government entities, civil society, or other country-level stakeholders.

• Proven track record in developing or modifying research methodologies, diagnostic tools, or analytical frameworks for country-level PFM or sectoral evaluations.

• Excellent facilitation and communication capabilities.

• Extensive experience in cross-cultural engagement, including collaboration with governments, civil society organizations, development partners, and other stakeholders in low- and middle-income countries.

• A strong commitment to equity and social justice, as well as enhancing citizen and civil society engagement in public resource decision-making and accountability.

• Proficiency in English is required.

• Working knowledge of French and familiarity with francophone PFM systems, such as the WAEMU (UEMOA) harmonized public finance framework, is advantageous.
