📋 Description

• Take charge of the design, governance, and economic effectiveness of Oxford's Associate Vendor model and its global delivery presence.

• Transform Associate Vendor operations from a decentralized, recruiter-led model into a strategically governed global initiative.

• Develop Oxford's nearshore/offshore delivery strategy and bridge the margin gap between Associate Vendor and core Oxford delivery.

• Adjust recruiter incentives to ensure that Associate Vendor placements are rewarded similarly to full-cycle recruiting.

• Mitigate client, legal, and brand risks stemming from indistinct vendor relationships.

• Spearhead the strategic evaluation, segmentation, and ongoing governance of the Associate Vendor network.

• Create and sustain a tiered vendor roster that aligns with Oxford's global delivery goals.

• Collaborate with Sales Compensation and recruiting leadership to assess and modify incentive structures.

• Work alongside Legal to establish specific contractual frameworks for each Associate Vendor use case.

• Design and govern the enterprise process for adding, approving, and exiting Associate Vendors.

• Standardize due diligence, compliance assessments, onboarding procedures, and performance intervals across onshore, nearshore, and offshore relationships.

• Oversee executive-level performance tracking for vendor margin, fill rate, quality, SLA compliance, and rate compression.

• Provide regular updates to senior leadership and ownership.

• Act as Oxford's senior authority on immigration-related vendor risks, including H-1B, OPT/STEM OPT, and nearshore/offshore relationships.

• Collaborate with Legal and HR on regulatory compliance across operating regions.

• Define and implement the nearshore and offshore delivery strategy.

• Assess market options and select as well as manage strategic delivery partners.

• Establish operational infrastructure to enhance offshore/nearshore capacity.

• Manage the build-vs.-buy decision-making framework for nearshore/offshore delivery expansion.

• Partner with Sales, Recruiting, Legal, Finance, and executive leadership to synchronize strategy, expansion plans, and vendor economics.

• Deliver strategic recommendations and reporting for C-suite and ownership levels.


⛳️ Requirements

• A minimum of 10 years of experience in vendor management, global delivery operations, staffing/recruiting operations, or professional services.

• At least 3-5 years in a senior leadership position directly overseeing offshore or nearshore delivery strategy, operations, or vendor programs.

• Profound knowledge of global delivery economics, including bill rate, pay rate, and markup mechanics across W-2, C2C, and 1099 arrangements.

• Capacity to model, compare, and optimize delivery costs across onshore, nearshore, and offshore channels.

• Experience in assessing the margin impact of H-1B versus domestic W-2 supply at scale.

• Practical experience in building or managing offshore and nearshore delivery operations.

• Familiarity with market selection, structuring vendor partnerships, operational establishment, and performance management.

• Knowledge of H-1B, OPT/STEM OPT, immigration compliance obligations, sponsorship risks, and contractual differences among W-2, C2C, and 1099 arrangements.

• Proven success in building or transforming vendor governance programs at scale.

• Experience in designing tiered segmentation models, SLA frameworks, multi-geography onboarding standards, and delivery center operational models.

• Ability to influence stakeholders in Sales, Recruiting, Legal, Finance, and C-suite levels.

• Skill in diagnosing and correcting recruiter pay models that create misaligned incentives regarding W-2 versus sub-vendor placements.

• Executive-level analytical fluency with the ability to create, interpret, and present complex performance, margin, and delivery economics dashboards.

• Strong leadership presence and exceptional executive communication skills.

• Capability to manage complex, multi-geography programs across various time zones and organizational boundaries.

• A Bachelor's degree in Business, Supply Chain Management, or a related field is required, or equivalent professional experience.
