Senior Director – Agile Delivery, Technology PMO

This is a fully remote position, open to applicants in United States.

📋 Description

• Take charge of technology delivery for the Member Data portfolio, overseeing the entire process from intake and estimation to release, hypercare, and stabilization.

• Collaborate with the provider-side delivery leader to maintain shared agile standards, Jira Cloud conventions, and delivery metrics.

• Enhance the agile process organization-wide in conjunction with business operations and the enterprise PMO.

• Develop and refine agile methodologies utilizing Scrum, Kanban, or scaled agile frameworks.

• Lead initiatives for new product development and the replacement of legacy platforms, including managing parallel systems, data migration, and customer transitions.

• Direct offshore development partners and vendors to achieve targeted outcomes in throughput, quality, and timely delivery considering time zones.

• Balance transformative business delivery with ongoing operational needs while ensuring planned work is shielded from unmanaged disruptions.

• Manage Jira Cloud as the primary delivery system and spearhead the evaluation, selection, and implementation of a comprehensive delivery toolset.

• Establish and report on delivery metrics, including predictability, throughput, cycle time, and overall portfolio health.

• Utilize enterprise-approved generative AI to streamline status synthesis, requirements analysis, documentation, and reporting.

• Lead and nurture the delivery team assigned to the Member Data portfolio while providing coaching to other delivery practitioners within technology.

• Navigate cross-team dependencies, risks, and escalations to resolution in collaboration with product management, engineering, architecture, security, and compliance teams.

• Oversee offshore delivery partners and staff augmentation vendors, focusing on scope management, resource planning, performance oversight, and escalation processes.

• Engage in hiring and performance management for delivery personnel.

⛳️ Requirements

• Bachelor’s degree in computer science, information systems, engineering, business, or a related area is required; an equivalent combination of education and relevant experience will be considered.

• A minimum of 12 years in technology delivery, program management, or engineering leadership roles.

• At least 5 years of experience in people management, including a minimum of three years leading a delivery, agile, or PMO team.

• Proven experience in enhancing agile practices across teams that fall outside direct reporting lines.

• Full lifecycle ownership of new product development and at least one initiative focused on legacy product replacement or platform modernization, including data migration and customer transition.

• A demonstrated history of successfully guiding offshore or nearshore development teams and third-party vendors toward committed results.

• Practical experience with Jira Cloud and Confluence administration in a multi-team setting.

• Experience managing ongoing production support alongside project delivery, with intentional capacity allocation between the two functions.

• Background in leading enterprise tool selection and implementation, collaborating with an enterprise PMO, finance, or business operations on intake and funding governance.

• Proven utilization of generative AI tools, such as Claude, in a professional delivery or program management capacity.

• Experience in presenting to and influencing executive leadership effectively.

• Agile certification is highly preferred: SAFe Program Consultant (SPC), SAFe Release Train Engineer (RTE), Certified Scrum Professional (CSP), or PMI Agile Certified Practitioner (PMI-ACP).

• Project Management Professional (PMP) certification is preferred.

• Atlassian Jira administration certification (ACP-120 or equivalent) is a plus.

• Experience in healthcare, payer, provider, or other regulated industries is strongly preferred.

• Advanced proficiency in Jira Cloud, including workflows, issue hierarchies, automation, dashboards, and governance standards.

• Familiarity with Jira Align or similar scaled tooling is advantageous.
