This is a fully remote position, open to applicants in United States.
• Act as the primary hands-on owner of the Oracle database tier across all NCFMS environments.
• Maintain the health, performance, security, and recoverability of the database environment.
• Oversee the installation, configuration, hardening, security controls, tablespaces, and data integrity of Oracle RDBMS.
• Optimize and monitor database performance, system availability, sizing, and capacity.
• Manage the Oracle middle tier, which includes middleware installation, application process deployment, hardening, and SSL certificate management.
• Perform backups, restores, instance overlays, encrypted backups, and secure off-site transfers.
• Conduct COOP and disaster recovery activities, including synchronization, recovery, and annual contingency testing.
• Oversee the multi-instance lifecycle across Development, QA/Test, UAT, Training, COOP/DR, and Production.
• Monitor and manage critical nightly batch processing for the business.
• Operate within SDLC and Change Control Board processes while preparing deployment plans.
• Generate monthly metrics, patch compliance reports, technical status reports, inventories, and annual outage calendars.
• Address escalated production database issues that impact payment runs or closing deadlines, ensuring adherence to contract service levels.
• A minimum of 9 years of progressive experience in database administration.
• At least 6 of those 9 years should involve administering Oracle E-Business Suite in a production setting.
• Proven experience in administering Oracle RDBMS, including installation, configuration, hardening, security controls, tablespace management, and data integrity.
• Experience in tuning and monitoring database performance, including sizing and capacity planning.
• Familiarity with administering Oracle middleware and managing SSL certificates.
• Proficient in backup, restore, instance overlay, backup encryption, secure off-site backups, and media access control.
• Experience with COOP and disaster recovery processes, including synchronization, recovery, and testing of contingency plans.
• Ability to manage multi-instance lifecycles across Development, QA/Test, UAT, Training, COOP/DR, and Production.
• Working knowledge of NIST SP 800-53 Rev. 5, FISMA, and DISA STIGs.
• Familiarity with SDLC and Change Control Board approval processes.
• Capability to produce written client deliverables and technical reports.
• Preferred experience as a DBA in federal financial systems at CFO Act agencies.
• Desired familiarity with Tungsten MarkView, Capture, Oracle Payables, PIV-card SSO with Microsoft Azure, REST APIs, ReactJS, and federal financial interfaces.
• Familiarity with Oracle Federal Financials modules and related end-to-end processes is a plus.
• Desired proficiency in automation and scripting.
• Experience with monitoring, redundancy, and configuration of Storage Area Networks is preferred.
