Senior Communications Engineer

This is a fully remote position, open to applicants in Belgium.

📋 Description

• Create technical documentation and establish configuration baselines for BLOS AP use cases within the BRIPES service delivery framework.

• Develop and update technical documentation for the STANAG 5066 protocol stack parameters and BRASS Enhancement 1 services.

• Assess interoperability among STANAG 4538 and STANAG 5066 implementations and record any configuration inconsistencies.

• Enhance configuration baselines in accordance with performance metrics.

• Manage version control and configuration of engineering documentation and technical artifacts.

• Configure testing environments utilizing back-to-back modems, HF channel simulators, and over-the-air transmission methods.

• Diagnose interface and interoperability issues relating to STANAG 5066 and IP over HF modules.

• Formulate testing strategies and validation plans for BRASS Enhancement 1 services.

• Engage in NATO experimentation and demonstration activities while verifying service parameters.

• Conduct technical testing, interoperability validation, and analyze test results.

• Suggest corrective measures and optimized service configurations.

• Create and sustain BRIPES Service Instructions detailing formal messaging, email, chat, and web services.

• Conduct engineering evaluations of service configurations and implementation strategies.

• Provide insights on interoperability challenges and unified NATO implementation.

• Collaborate technically with NCIA stakeholders and NATO organizations.

• Compile technical reports, engineering analyses, implementation guidance, and briefing materials.

• Participate in technical meetings, workshops, validation activities, reviews, demonstrations, and experiments.

• Report progress, risks, issues, and recommendations in line with NCIA governance protocols.

⛳️ Requirements

• Bachelor’s Degree in Telecommunications, Electronics, Computer Engineering, Information Technology, or a related discipline, with a minimum of two (2) years of relevant post-experience; or Higher Vocational Training coupled with at least five (5) years of relevant post-experience.

• At least two (2) years of hands-on experience in engineering, implementation, configuration, or support of military or secure communications systems.

• Proven experience in technical management regarding IP over HF services based on STANAG 5066.

• Demonstrated understanding of STANAG 5066 Editions 3 and 4, including protocol stack, implementation factors, and interoperability considerations.

• Familiarity with STANAG 4538 and STANAG 4539.

• Knowledge of commercial and/or open-source application clients interfacing with STANAG 5066, including ACP127, STANAG 4406 Annex E, and ACP142.

• Proficiency in designing STANAG 5066-based testbeds and test configurations.

• Experience in conducting international interoperability testing and reporting analysis.

• Knowledge of STANAG 5066 use cases, especially within the NATO Maritime Forces context.

• Strong understanding of IP networking principles, communication protocols, network architectures, protocol stack configuration, and interoperability.

• Experience in drafting technical documentation, engineering specifications, implementation guidance, or Service Instructions.

• Experience in testing, validating, and troubleshooting communication systems.

• Solid understanding of interoperability principles, configuration management, and multinational or multi-vendor communication environments.

• Familiarity with NATO communications standards, STANAGs, and secure communications architectures.

• Comprehensive knowledge of NATO operational standards, procedures, and communication protocols.

• Proficiency in English at a minimum C1 level, both written and spoken.

• Valid National or NATO Secret personal security clearance.

• Capacity to work both independently and collaboratively with teams and stakeholders.
