Senior Business Systems Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Direct the development of supply chain and logistics software for a federal health client.

• Collaborate closely with customer stakeholders and project delivery teams.

• Take ownership of the technical strategy and remain actively engaged in the development process.

• Assess operational challenges and establish system scope and objectives.

• Draft requirements that delivery teams can use for implementation and defend them against scrutiny.

• Conduct research, fact-finding, and testing to confirm requirements prior to commitment.

• Provide stakeholders with recommendations on system improvements and alternatives.

• Serve as the functional authority on the product line for both the team and the client.

⛳️ Requirements

• Candidates must be U.S. citizens and have lived in the United States for at least 3 years due to background investigation prerequisites.

• A Bachelor’s degree and over 15 years of experience in business systems or process analysis are required.

• Proven track record of owning requirements throughout the delivery process, rather than just during the handoff.

• Experience conducting elicitation sessions directly with operational end users and managing a structured intake process for incoming requirements.

• Expertise in process modeling and gap analysis for systems undergoing modernization or replacement.

• Experience in presenting recommendations to government or executive stakeholders.

• Ability to maintain requirements traceability using a managed toolset, linking requirements through changes, test cases, and outcomes.

• Familiarity with working in a SAFe environment, including Program Increment planning and backlog management across teams.

• Capability to obtain and retain a federal background investigation (Public Trust).

• Selected applicants will undergo a Security Investigation and may need to fulfill criteria for access to protected or classified information.

• Preferred: Experience with federal health IT programs.

• Preferred: In-depth knowledge of supply chain, logistics, inventory, or asset management domains.

• Preferred: Experience managing requirements and backlog in Jira.

• Preferred: Ownership of user acceptance testing.

• Preferred: Ability to define requirements that comply with Section 508 accessibility standards.

• Preferred: CBAP, PMI-PBA, or equivalent certification.

• Preferred: Familiarity with federal IT governance and approved-tooling processes.
