This is a fully remote position, open to applicants in New Mexico.
• Provide assistance to the Indian Health Service Software Engineering and Support Services federal contract.
• Take ownership of and advance multiple project priorities.
• Engage with both internal and external clients to resolve issues and articulate client requirements.
• Develop and execute innovative processes and improvements.
• Analyze user and stakeholder requirements to define functional and non-functional specifications.
• Gather and manage functional, non-functional, and technical requirements.
• Create process and data flow diagrams, prototypes, and wireframes.
• Oversee product backlogs.
• Collect and present requirements metrics for assigned applications and client priorities.
• Conduct analysis, collection, assessment, design, development, modeling, simulation, integration, installation, documentation, and implementation.
• Develop test scripts and perform testing.
• Write and revise project documentation, user manuals, addendums, presentations, and training materials.
• Innovate advanced technological concepts and guide their evolution into final products.
• Provide guidance to customers on advanced technical research studies and applications.
• Report to the RESPEC SESS Program Lead.
• Over 10 years of experience in requirements analysis and engineering utilizing Software Development Life Cycle (SDLC) Waterfall and Agile methodologies.
• Capability to obtain and maintain a Public Trust Level 5 clearance.
• Bachelor of Science degree in a related technical field, or an equivalent combination of education and work experience.
• At least 6 years of experience with a bachelor's degree; 10 years of experience without a degree; 4 years of experience with a master's degree from an accredited institution.
• IIBA Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) certification preferred.
• Familiarity with Indian Health RPMS and IHS Services preferred.
• Comprehensive understanding of principles, concepts, and techniques relevant to computer engineering disciplines.
• Knowledge of continuous process improvement strategies and performance metrics.
• Proficient in the Microsoft Office suite.
• Working knowledge of Team Foundation Server and/or Azure DevOps.
• Understanding of logical data modeling, unified modeling language/RUP, CRUD, and data dictionaries.
• Experience collaborating with a remote/distributed team.
• Background in federal or public sector client projects and Health IT-related projects preferred.
• Exceptional oral and written communication, organizational, interpersonal, and analytical skills.
