Senior Business Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist in analyzing requirements and business processes for the modernization of the VA’s Budget Tracking Tool.

• Collaborate directly with VA stakeholders, business subject matter experts, and technical teams.

• Convert complex financial, operational, and data requirements into clear, actionable requirements ready for implementation.

• Provide support for requirements throughout the phases of discovery, elaboration, configuration, testing, UAT, and implementation.

• Lead requirements workshops, interviews, process walkthroughs, and backlog refinement sessions.

• Elicit, analyze, document, and maintain business and system requirements, user stories, acceptance criteria, business rules, process flows, and data specifications.

• Evaluate current-state and future-state business processes and translate business needs into requirements for OneStream configuration and implementation.

• Clarify intricate financial, operational, workflow, and data requirements.

• Assist with integration requirements, including business/data rules, mappings, reconciliation, interface behavior, and exception handling.

• Ensure that requirements are comprehensive, traceable, prioritized, and sufficiently developed for planned sprints and releases.

• Identify and address requirements gaps, conflicting business rules, dependencies, and unresolved stakeholder decisions in collaboration with the Lead Business Analyst and stakeholders.

• Collaborate with OneStream, integration, and testing resources throughout the phases of implementation, testing, UAT, and stakeholder validation.

• Provide support for defect analysis and requirements clarification during testing and implementation.

• Maintain requirements and supporting documentation in Jira, Confluence, and relevant program repositories.

⛳️ Requirements

• Must be a U.S. Citizen or Permanent Resident (Required).

• Bachelor’s degree in Business, Information Systems, Finance, Engineering, or a related field, or equivalent relevant experience.

• Over 8 years of experience in business analysis, requirements management, or business process analysis supporting complex IT implementations.

• Experience in a Senior Business Analyst role or equivalent senior-level requirements responsibilities.

• Familiarity with Federal PPBE, budget formulation/execution, financial management, acquisition, or IT portfolio processes.

• Strong background in requirements elicitation, analysis, documentation, user stories, acceptance criteria, and requirements traceability.

• Proven experience in facilitating requirements sessions with business stakeholders and technical teams.

• Experience in supporting requirements and backlog development within an Agile delivery environment.

• Excellent analytical, facilitation, communication, and stakeholder management skills.

• Experience with ERP/EPM, financial management, or other configurable enterprise platforms.

• Experience in developing requirements for system integrations, APIs, data mapping, reconciliation, and data-quality controls.

• Proficiency in Jira and Confluence.

• Experience with VA or other Federal Government agencies.

• Must meet applicable VA background investigation/security requirements.

• Standard business hours are Monday through Friday.

• Reliable internet service is required for effective telecommuting.

• Authorization to work in the U.S. is mandatory.
