Senior Business Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the primary functional liaison between Department of Labor accountants and the teams responsible for developing and maintaining NCFMS.

• Take ownership of requirements, testing, and intricate production issues within Federal Financials.

• Ensure that NCFMS remains functionally accurate and is audit-ready at all times.

• Assist DOL accounting operations to meet deadlines for closure.

• Guarantee that configuration, interface, and enhancement modifications can withstand scrutiny from the Treasury, OMB, GAO, and financial statement audits.

⛳️ Requirements

• At least 9 years of professional experience as a Business Analyst, Functional Analyst, or ERP business systems analyst supporting enterprise financial management systems.

• Strong preference for experience with federal financial systems within that total timeframe.

• A minimum of 5 years of hands-on functional experience with Oracle E-Business Suite Federal Financials in areas such as: General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, Sub Ledger Accounting, Budget Execution, Purchase Cards, and Oracle Projects.

• Experience in functional business process analysis for a federal ERP system, encompassing both traditional and Agile SDLCs from requirements gathering to design, testing, deployment, and post-production support.

• Competence in eliciting, analyzing, and documenting business and functional requirements; creating functional design documents, use cases, and process flows; maintaining requirements traceability; and validating implementations.

• Proficiency in developing test scenarios, scripts, and traceability matrices; executing unit, system, integration, regression, and User Acceptance Testing; documenting outcomes and addressing defects until resolution.

• Background in production support and complex issue resolution, including issue triage, root-cause analysis, transaction and posting-logic error investigation, and collaboration with technical, DBA, and security teams for Tier 2 and Tier 3 functional support.

• Experience in authoring analytical papers, alternatives analysis, decision papers, and other senior-level deliverables for Government review.

• Proven ability to perform quality assurance and oversight of functional work products, including peer reviews of requirements, design, and testing artifacts.

• Familiarity with USSGL, Treasury Financial Manual, FASAB standards, OMB circulars, GAO guidance, budget execution and funds control, and the Anti-Deficiency Act.

• Experience with structured change control and Change Control Board processes.

• Proficiency in managing assigned tasks using an industry-standard issue and backlog management tool.

• Ability to work with minimal supervision while providing guidance, review, or mentorship to junior analysts.

• Desired: Previous experience supporting a federal Core Financial System with Oracle Federal Financials at a CFO Act agency.

• Desired: Familiarity with federal financial business processes including Procure-to-Pay, Bill-to-Collect, Acquire-to-Dispose, Request-to-Procure, Budget Execution, Purchase Cards, Grants Management, Unemployment Trust Fund, Travel Management, General Ledger Integrity, and Working Capital Fund cost allocation using Oracle Projects.

• Desired: Knowledge of Treasury G-Invoicing, GTAS, DATA Act reporting, and the Treasury Report on Receivables.

• Desired: Experience with Tungsten MarkView / Capture, Oracle Analytics Server, Invoice Processing Platform, SAM vendor data, ETS2 travel, HHS GrantSolutions, NFC payroll, AMS requisition and award interface, and Citibank Purchase Card interface.

• Desired: Background in supporting federal financial statement audits, preparing audit responses and supporting documentation, and addressing findings through corrective action plans.

• Desired: Experience in writing knowledge-base articles, standard operating procedures, quick reference guides, and user job aids.

• Desired: Experience as a task lead or supervising junior functional analysts on a federal ERP O&M engagement.
