This is a fully remote position, open to applicants in Virginia.
• Lead the elicitation of complex requirements across various CMS stakeholders and business units.
• Define both functional and non-functional requirements at the enterprise level.
• Establish and uphold standards and best practices for requirements management.
• Ensure comprehensive traceability from requirements through to testing and deployment.
• Support readiness for audits and compliance reviews.
• Establish standards for documentation and governance processes.
• Lead the analysis and redesign of complete end-to-end case management workflows.
• Identify opportunities for optimization and drive initiatives for process reengineering.
• Align workflows with the regulatory and operational objectives of CMS.
• Define enterprise data requirements and approaches to governance.
• Collaborate with architects and engineers on data models, APIs, and reporting frameworks.
• Partner with Product Owners to define and prioritize strategic backlog items.
• Act as the primary liaison between CMS leadership, business users, and technical teams.
• Facilitate workshops, briefings, and reviews of solutions.
• Translate complex technical concepts into understandable business language.
• Mentor junior analysts and influence solution design.
• Ensure complete traceability from requirements through implementation and operations.
• Bachelor’s degree in business, healthcare, IT, or a related field.
• 8–12+ years of experience in Business Analysis.
• 3+ years of experience supporting federal healthcare programs, with a strong preference for CMS experience.
• Proven track record in leading large-scale implementations of case management or healthcare IT.
• Extensive experience within Agile delivery environments.
• Advanced skills in requirements elicitation and facilitation.
• Expertise in business process modeling and reengineering, including BPMN and workflow design.
• Proficient in data analysis, mapping, and governance.
• Strong leadership capabilities, along with excellent communication and stakeholder management skills.
• Proficient with Jira, Confluence, and Azure DevOps.
• Direct experience in supporting CMS initiatives.
• Preferred: experience with healthcare data formats including CDA, HL7, and FHIR.
• Preferred: Agile certifications such as SAFe or Scrum.
• Ability to sit, read, work on a computer, and view a computer screen for extended periods.
• Ability to occasionally stand, walk, use hands and fingers, kneel, or crouch.
