This is a fully remote position, open to applicants in Virginia.
• Oversee activities related to the modernization of IT systems and the implementation of federal budget and execution processes.
• Engage in the analysis and enhancement of financial and budgetary business processes.
• Act as the primary contact for assigned workstreams, ensuring that scope, priorities, and deliverables are aligned.
• Ensure effective and consistent communication between project teams and client stakeholders.
• Review, analyze, and assess business processes and user needs, generating requirements, recommendations, documentation, and deliverables.
• Facilitate workshops and working sessions with stakeholders for gathering, validating, and refining requirements.
• Collaborate with product owners, project managers, and technical teams to transform business needs into actionable development tasks.
• Craft user stories and ensure readiness of requirements prior to sprint planning.
• Utilize business process and system analysis techniques to enhance operational effectiveness and meet future business requirements.
• Lead the creation of project documentation, including business requirements, functional specifications, process flows, data flow diagrams, test scenarios, requirements traceability matrices, wireframes, user stories, and use case documentation.
• Deliver presentations and communicate solution capabilities to both technical and non-technical audiences.
• Work with developers and technical teams on issue resolution, enhancement planning, and implementation activities.
• Apply project management and Agile best practices to align and fulfill business and technical requirements.
• Generate and deliver executive-level reports and presentations.
• Assist with issue, risk, dependency, and change management activities.
• Foster client and team relationships while addressing project challenges.
• Contribute to a collaborative and positive team environment.
• Provide guidance, coaching, and mentorship to junior team members.
• Continuously pursue opportunities for personal and professional development.
• Must be a U.S. Citizen or authorized to work in the United States with the ability to obtain and maintain a federal Public Trust clearance.
• Bachelor's degree or equivalent experience is required.
• At least three (3) years of experience as a Business Analyst in support of Agile software development projects.
• Familiarity with Agile methodologies and the software development lifecycle (SDLC).
• General knowledge of web-based applications and contemporary technologies.
• Proficient with Microsoft Office products, including Word, Excel, and PowerPoint.
• Experience with process modeling and documentation tools such as Visio, Draw.io, Lucidchart, or similar platforms.
• Proven experience in coordinating and communicating across multiple teams and stakeholder groups.
• Background in supporting system implementation, modernization, digital transformation, or technology platform initiatives.
• Understanding of system integration concepts, information architecture, governance, and data exchange.
• Strong presentation, facilitation, and communication skills.
• Ability to convey complex technical concepts to non-technical audiences.
• Excellent interpersonal, organizational, and leadership skills.
• Capacity to manage multiple priorities effectively in a dynamic environment.
• Customer-service oriented mindset with strong stakeholder engagement capabilities.
• Demonstrated willingness and ability to learn new technologies, tools, and methodologies.
• Capability to balance strategic objectives with detailed requirements analysis.

• General understanding of DevOps principles and software delivery practices.
• Familiarity with requirements management and collaboration tools.
• Experience in creating, managing, and maintaining knowledge repositories and project documentation.
• Proficient with Appian, Jira, or similar low-code and Agile delivery platforms.
• Background in supporting government, public sector, or large enterprise technology modernization initiatives.
• Experience with financial, procurement, acquisition, operational, or planning, programming, budgeting, and execution (PPBE) business processes.
• Skills in analyzing data and transactions to assist with defect investigation, root cause analysis, and solution development.
• Willingness to travel up to 10%.
