This is a fully remote position, open to applicants in United States.
• Develop and uphold a product vision and roadmap that aligns with the agency's mission, strategic goals, and federal mandates.
• Convert federal healthcare priorities, policies, and modernization initiatives into actionable product items and backlog tasks.
• Ensure product direction is consistent with enterprise architecture, data governance, and interoperability standards.
• Manage, prioritize, and own the product backlog based on business value, compliance needs, stakeholder priorities, and urgency.
• Create comprehensive user stories and acceptance criteria that reflect complex federal healthcare workflows, such as referrals, scheduling, RFS, and EDI transactions.
• Confirm that backlog items satisfy Definition of Ready and Definition of Done criteria, including security and accessibility considerations.
• Act as the main point of contact between business owners, subject matter experts (SMEs), clinical stakeholders, and technical delivery teams.
• Manage stakeholder expectations and promote effective communication among business and technical teams.
• Ensure that product features and releases adhere to HIPAA, Section 508 accessibility standards, and specific agency security controls.
• Collaborate with teams managing related products and systems across the enterprise portfolio.
• Ensure product capabilities align with healthcare interoperability standards and workflows, including HL7, FHIR, and EDI 278/275/217 transactions.
• Lead and engage in backlog refinement, sprint planning, sprint reviews, and release planning sessions.
• Assess completed functionalities against acceptance criteria and business requirements prior to release.
• Coordinate with development, testing, security, and change management teams to ensure that releases are thoroughly tested, documented, and approved.
• Identify ways to enhance access to services, decrease administrative burdens, and improve overall service delivery.
• Undertake additional tasks and responsibilities as necessary to support team goals and ensure project success.
• Support a project with the Department of Veterans Affairs (VA).
• Bachelor’s degree in Computer Science, Information Technology, Business, or a related field.
• At least 8 years of professional analyst experience.
• Proven experience as a Product Owner and/or Business Analyst in Agile delivery environments.
• Strong background in SAFe/Agile methodologies, including backlog management, user story creation, refinement, sprint planning, and release planning.
• Demonstrated expertise with EDI (Electronic Data Interchange) transactions, including hands-on experience analyzing, interpreting, and validating EDI data within complex enterprise workflows.
• Solid understanding of software development and product delivery processes, including requirements gathering, analysis, documentation, and validation.
• Excellent analytical and problem-solving abilities.
• Outstanding verbal and written communication skills.
• Capability to manage competing priorities and coordinate between multiple stakeholders and delivery teams.
• Experience with SAFe/Agile methodologies.
• SAFe Product Owner/Product Manager (POPM) certification is preferred.
• Experience working with the Department of Veterans Affairs (VA) or other federal/government agencies.
• Familiarity with HL7, FHIR, EDI 278/275/217, and healthcare integration workflows.
• Experience with HIPAA, Section 508, federal security controls, and compliance requirements in government settings.
• Ability to obtain government clearance.
• Must live within the continental US.
• Selected candidates will be required to undergo fingerprinting at a government facility and complete a background check.
