This is a fully remote position, open to applicants in Virginia.
• Oversee the activities related to program delivery for IT system modernization and the implementation of federal budget and execution processes.
• Engage in the analysis and enhancement of financial and budgetary business processes.
• Act as the primary contact for designated workstreams, ensuring alignment in scope, priorities, and deliverables.
• Ensure effective communication between project teams and client stakeholders.
• Review, analyze, and assess business processes and user requirements, generating necessary documentation, recommendations, and deliverables.
• Lead workshops and working sessions to collect, validate, and refine requirements.
• Collaborate with product owners, project managers, and technical teams to translate business needs into development tasks.
• Formulate user stories and confirm that requirements are complete prior to sprint planning.
• Employ business process and system analysis methods to enhance operational efficiency.
• Direct the creation of business requirements, functional specifications, process flows, data flow diagrams, test scenarios, traceability matrices, wireframes, user stories, and use cases.
• Deliver presentations tailored for both technical and non-technical audiences.
• Work alongside developers and technical teams to resolve issues, plan enhancements, and implement solutions.
• Utilize project management and Agile best practices to align and fulfill business and technical requirements.
• Produce and present executive-level reports and presentations.
• Assist in managing issues, risks, dependencies, and changes.
• Foster relationships with clients and team members to help address project challenges.
• Offer guidance, coaching, and mentorship to junior team members.
• Contribute to a positive, collaborative team environment and seek opportunities for professional development.
• U.S. Citizenship or authorization to work in the United States, with the ability to obtain and maintain a federal Public Trust clearance.
• Bachelor’s degree or equivalent experience.
• At least three (3) years of experience as a Business Analyst supporting Agile software development projects.
• Familiarity with Agile methodologies and the software development lifecycle (SDLC).
• Basic understanding of web-based applications and contemporary technologies.
• Proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.
• Experience with process modeling and documentation tools such as Visio, Draw.io, Lucidchart, or similar platforms.
• Proven ability to coordinate and communicate across multiple teams and stakeholder groups.
• Experience in supporting system implementation, modernization, digital transformation, or technology platform initiatives.
• Knowledge of system integration concepts, information architecture, governance, and data exchange.
• Excellent presentation, facilitation, and communication skills.
• Capability to convey complex technical concepts to non-technical audiences.
• Strong interpersonal, organizational, and leadership abilities.
• Capacity to manage multiple priorities effectively in a dynamic environment.
• Customer-service oriented with strong stakeholder engagement skills.
• Demonstrated willingness and ability to learn new technologies, tools, and methodologies.
• Ability to balance strategic objectives with detailed requirements analysis.
• Adaptable, reliable, self-motivated, and capable of working independently.
• General understanding of DevOps principles and software delivery practices.
• Experience with requirements management and collaboration tools.
• Familiarity with creating, managing, and maintaining knowledge repositories and project documentation.
• Experience with Appian, Jira, or similar low-code and Agile delivery platforms is a plus.
• Experience in supporting government, public sector, or large enterprise technology modernization initiatives is a plus.
• Familiarity with financial, procurement, acquisition, operational, or PPBE business processes is a plus.
• Experience in analyzing data and transactions to assist in defect investigation, root cause analysis, and solution development is a plus.
