This is a fully remote position, open to applicants in Maryland.
• Act as a professional representative of Index to candidates, embodying the organization's culture, mission, and brand.
• Manage assigned requisitions from start to finish for corporate, program support, administrative, and professional positions.
• Provide reports on requisition status, pipeline health, and time-to-fill metrics; identify hiring challenges and propose solutions.
• Facilitate intake discussions with hiring managers to establish qualifications, evaluation criteria, and market expectations.
• Source, attract, and engage candidates through direct outreach, referrals, applicant tracking systems (ATS), job boards, and strategies for passive candidates.
• Perform candidate assessments.
• Organize interviews across various stakeholders and time zones, and conduct criteria-based debriefs.
• Offer guidance to stakeholders on best interviewing practices, inclusive hiring, sourcing strategies, and engaging candidates.
• Prepare competitive offer recommendations and ensure candidate acceptance.
• Assess recruiting technologies and identify opportunities for automation.
• Collaborate with HR Operations on post-offer activities and pre-employment requirements.
• Ensure that recruiting practices adhere to EEO, OFCCP, federal contracting, and company policies.
• Must be a U.S. citizen or authorized to work in the United States without current or future employer sponsorship.
• Bachelor's degree in Human Resources, Business, Communications, or a related field, or equivalent relevant work experience.
• Over 5 years of progressive full-cycle recruiting experience in administrative and technical roles.
• Proficient in using applicant tracking systems (ATS).
• Demonstrated ability to assess talent, influence hiring decisions, and provide an exceptional candidate experience.
• Proven track record in managing multiple concurrent requisitions successfully.
• Strong sourcing skills using Boolean search techniques, professional networking, employee referrals, talent communities, social media, and strategies for engaging passive candidates.
• Experienced in leading intake meetings and collaborating with hiring managers.
• Excellent written and verbal communication skills.
• Experience with Paycom ATS preferred.
• Recruiting experience in government contracting or another highly regulated industry preferred.
• Experience in supporting a remote workforce distributed across multiple states preferred.
• Familiarity with federal contract labor categories, position mapping, and contract requirements preferred.
• Experience in supporting proposal-driven, contingent, or surge hiring initiatives preferred.
• Professional certification such as SHRM-CP, PHR, AIRS CIR, CIRA, or a similar credential preferred.
